Summary
The Cincinnati VHA Medical Center is recruiting for an Administrative Officer in Patient Business Services (PBS). The Administrative Officer will provide support to the Service Chief in the management of various administrative programs throughout the service.

Time‑In‑Grade Requirement:
Current Federal employees and former Federal employees applying for reinstatement or Veterans Employment Opportunities Act of 1998 (VEOA) appointments who have held a GS grade within the past 52 weeks must also meet time‑in‑grade requirements. For a GS‑11 position, applicants must have served 52 weeks at the GS‑9 level. The grade may have been in any occupation but must have been held in the Federal service.
An SF‑50 that shows time‑in‑grade eligibility must be submitted with application materials. If the most recent SF‑50 has an effective date within the past year, an additional SF‑50 is required to clearly demonstrate one year of time‑in‑grade.
Applicants may qualify based on experience and/or education:
- Specialized Experience
:
One year of specialized experience equivalent to at least the next lower grade GS‑9 in the normal line of progression. Examples include managing administrative programs, knowledge of medical center directives, responding to inquiries, analyzing data, preparing reports, and general knowledge of performance goals, work methods, and staffing levels. - Education
:
Ph.D. or equivalent doctoral degree or 3 full years of graduate education leading to such a degree or LL.M. related to the work. (Transcripts must be submitted.) - Combination
:
Combined education and experience beyond first‑year graduate education (transcripts must be submitted).
Competencies:
Administration and Management, Financial Management, Budget Administration, Analysis and Problem Solving.
Experience refers to paid and unpaid work, including volunteer work through National Service programs. All qualifying experience will be credited. A full year of work is considered 35‑40 hours per week.
Duties- Administrative Program Management and Organizational Planning – 30% Provides support to the Chief of Patient Business Services in management of administrative programs.
- Completes project assignments based on internal/external reviews, investigative reports, or observations; prepares verbal/written responses to inquiries; maintains workload statistics; produces memorandums.
- Responsible for analytical, evaluative, developmental, or advisory work directed toward implementing, revising, or eliminating policies, practices, methods, procedures, and/or organizational structures.
- Serves on appropriate service and medical center committees.
- Communicates with patients, patient representatives, attorneys, and service officers to resolve problems, explain policies, adjust complaints, recommend actions, or deny requests.
- Operates PBS during the absence of the Chief.
- Data Management and Statistical Reporting – 25% Demonstrates excellent organizational, planning, problem‑solving, analytical, and communication skills; establishes and maintains monitoring of inpatient/outpatient/community care statistics; analyzes data; advises management on operational trends; validates data; displays data graphically or in written format; prepares monthly workload reports; provides oversight of daily capture of inpatient statistics; audits high‑cost community care providers and Veterans.
- Human Resources Management and Labor Relations – 25% Administers programs concerning equal opportunity, merit promotion, labor management relations, and position management; recommends policies for work methods, space and manpower utilization, management controls, and documentation systems; maintains personnel records; responds to employee grievances; represents management at labor meetings.
- Resource and Budget Management – 20% Develops, maintains, and forecasts PBS budgets; recommends resource distribution; holds authority for a small number of fund control points (budgeted $4‑6 million); coordinates with Fiscal Service, Health Eligibility Center, Veterans Transportation Program, and Health Information Management Program Office.
- Supervisory Controls:
Under general supervision of the Chief – PBS; wide latitude for independent actions; progress reports; decisions reviewed for results and program objectives. - Work Schedule:
Monday‑Friday 7:30 am‑4:00 pm or 8:00 am‑4:30 pm. Not a virtual position. - Position Description/PD#:
