Job Overview
Supervises, assigns, reviews, and participates in the work of staff responsible for elevator code enforcement and inspection activities; ensures work quality and adherence to policies; performs technical and complex tasks.
Knowledge Requirements- Cincinnati Basic Building Code; federal, state, and local laws, safety codes, and regulations.
- Modern and older building construction practices and materials.
- Principles of plumbing, electrical wiring, elevator mechanics, and general construction.
- Inspection methods for zoning and building codes.
- Accounting and municipal budget preparation and control.
- Supervision, training, and performance evaluation principles.
- Construction reference standards, ordinances, regulations, policies, and procedures. Internal systems (elevators).
- Operate a computer.
- Operate assigned vehicle.
- Implement and maintain positive employee relations.
- Promote integrity in personnel.
- Analyze and manage effective EEO/AA programs.
- Supervise, direct, coordinate work of lower‑level staff.
- Manage administrative timelines; ensure completion of performance reviews.
- Select, supervise, train, and evaluate staff.
- Interpret and explain Building Department inspection policies and procedures.
- Prepare clear technical reports.
- Interpret Elevator and Building Code.
- Analyze building plans quickly and accurately.
- Communicate clearly orally and in writing.

Each applicant must have four years of full‑time experience in elevator‑related inspection work, with a minimum of one year as an Elevator Inspector 2 with the City of Cincinnati, or six years of full‑time experience in the inspection, construction, or maintenance of elevators and vertical transportation systems, with a minimum of two years involving supervision, management, or oversight of elevator safety permits, code compliance, and/or specialized projects.

- Valid driver’s license.
- Building Inspector Certification from the State of Ohio.
- Completion of minimum 10 hours of related continuing education per year in NAESA‑approved courses; other certifications may be required.
Military education and experience may be substituted for college coursework on a case‑by‑case basis per ACE Military Guide.
Environmental ConditionsIndoor and outdoor environments; exposure to office screens, extreme weather, ladders and scaffolds, uneven surfaces; potential for high‑stress emergencies; work in high‑crime areas or vacant buildings.
Physical ConditionsStand, sit, walk for prolonged periods; light to moderate lifting and carrying; kneeling, bending, climbing; general manual dexterity; navigate construction sites; climb ladders and scaffolds; work at heights; operate assigned vehicle.
Examples of Work Performed- Direct and participate in inspections of new construction, additions, and alterations.
- Conduct inspections of specific internal systems (elevators).
- Direct and coordinate licensing inspections for state and local agencies.
- Direct removal of elevators, ensuring safety of surroundings.
- Direct testing of fire alarm and life‑safety systems.
- Participate in policy and procedure development; monitor work; recommend changes.
- Participate in budgeting, submit budget recommendations, monitor expenditures.
- Participate in staff selection, assignment, training, discipline.
- Review plans and approve permits.
- Meet with design professionals, contractors, attorneys, and other professionals.
- Prepare correspondence and reports; assist senior management.
- Coordinate with other divisions or agencies; enforce safety policies.
- Assist contacts professionally; perform additional duties as assigned.
