The Site Engineer serves as the primary technical and project management support for assigned facilities. This role includes ensuring environmental and regulatory compliance for all assigned sites; identifying and resolving compliance issues; coordinating and managing technical consultants; acting as the technical liaison with regulatory agencies; preparing, obtaining, and managing permits; and overseeing the technical and project execution aspects of construction activities.
Responsibilities span the full project lifecycle, from RFP development and contractor selection through construction oversight, schedule and budget coordination, and final certification of completed work.
- Develop and maintain a working knowledge of the site, including physical features such as storm lines, sanitary sewer lines, discharge points, USTs, zoning restrictions, etc.
- Develop a working knowledge of the site’s permits, including groundwater, surface water, solid waste, and air permits. Perform and coordinate compliance inspections and reporting as required.
- Develop and maintain a rapport with the regulatory agencies for the sites.
- Track and keep the site manager apprised of capacity (air space, throughput, etc.) and keep manager informed of all pertinent engineering and environmental activities.
- Identify environmental issues and work with the site manager and team to develop solutions and manage implementation under the site manager’s direction.
- Prepare RFPs, perform bid evaluations, and serve as project manager of technical contracts. Administer the contract and manage the budget and schedule for the activities.
- Develop and maintain a five‑year schedule for the facility, including expansion/closure activities, construction activities, and significant compliance activities.
- Review the compliance tracker program monthly and develop action plans to meet specific deadlines.
- Manage environmental submittals to achieve zero administrative (on‑time, complete) violations.
- Work with the site manager to determine projects required for the next fiscal year, including budgeting input and reviewing with the GM by January 1.
- Meet with the site manager for smaller sites like truck depots to review status monthly.
- Know the status of and participate in developing any environmental corrective measures for the site.
- Perform other duties as assigned.
- This position will not manage employees.
- Must be proficient in Microsoft O365 (Word, Excel, PowerPoint).
- Excellent verbal and written communication skills.
- Ability to follow all department rules, procedures, and instructions.
- Ability to work independently and as part of a team.
- Ability to exercise good judgment and take responsibility.
- Ability to take directions from multiple sources and prioritize accordingly.
- Additional skills may be required for specific tasks.
- Bachelor of Science Degree in Civil, Environmental, or Geotechnical Engineering.
- Experience or studies in solid waste preferred.
- Experience with AutoCAD, Civil 3D, and Trimble Office GPS is preferred.
- Experience with construction management (pavements, buildings, earthworks) preferred.
- Experience in project management is preferred.
- Continuously lift/carry/push/pull a maximum of 10 lbs.
- Rarely lift/carry/push/pull a maximum of 35 lbs.
