Financial Crimes Officer II
General Function:
The Financial Crimes (FC) Officer II must have a high level of expertise within financial crimes risk management and related regulations, guidance and best practices. The FC Officer II leads in the identification and assessment of risks (BSA/AML, Economic Sanctions and Fraud) and executes procedures to evaluate the Bancorp's compliance with laws, regulations and industry standards. The officer is actively engaged, readily available to implement the Bancorp's Financial Crimes programs, identifies, develops and executes strategies for closing gaps in performance, and works largely self‑directed with minimal supervisory oversight, while also collaborating within department and cross‑department teams.
Responsibilities:
The FC Officer II is accountable for risk by openly exchanging ideas and opinions, elevating concerns, and personally following policies and procedures as defined. The officer is responsible for consistently identifying, assessing, managing, monitoring, and reporting risks while ensuring a positive customer experience.
- Serve as a subject‑matter expert, conducting detailed reviews and dispositioning some of the highest‑complexity alerts within the bank’s high‑risk customer portfolio, providing sound risk‑based analysis, recommendations and escalations while ensuring adherence to regulatory requirements and internal procedures.
- Participate in the analysis, update and implementation of financial crimes policies, procedures and processes.
- Analyze data from multiple delivery channels, geographic areas and product types to identify financial crimes risks and develop and recommend scopes or targets for review, corrective action or gap closure.
- Develop, strengthen and/or implement department and cross‑department business unit policies, procedures and processes in compliance with existing laws and regulations, including governance, monitoring, reporting, communications and education.
- Assist in the development of strategic fraud, BSA/AML, and economic sanctions goals and tactical and strategic planning systems.
- Work with senior leadership to set strategic direction for the department and execute on those goals and objectives.
- Monitor regulatory and industry developments, provide input to departments regarding emerging issues and regulation interpretation.
- Communicate significant issues to senior management.
- Identify opportunities, establish action plans and drive solutions to continuously improve financial crimes policies, procedures and tools, increasing efficiency.
- Assess the adequacy of corrective actions recommended by business units and support post‑implementation validation of implemented changes.
- Participate and/or lead regular meetings with peers to maintain knowledge of current and emerging issues and risk in the financial crimes environment.
- Recommend solutions based on subject‑matter expertise.
- Serve on various task forces or discussion groups to address financial crimes related issues.
- Contribute updates to the financial crimes risk assessment.
- Facilitate, lead or assist with financial crimes training.
- Assist in the review of new products and services for financial crimes risk.
- Contribute or lead the completion of special projects related to financial crimes.
- Build industry relations through industry networking.
Responsible for adhering to the reporting and record‑keeping requirements of the Bank Secrecy Act and Anti‑Money Laundering rules, observing economic sanctions, and following the bank’s customer identification program rules, all while participating in ongoing related training.
Supervisory ResponsibilitiesThe officer may be responsible for providing employees with timely, candid and constructive performance feedback; developing employees to their fullest potential; and ensuring succession planning and bench strength.
Minimum Knowledge, Skills, and Abilities- Advanced knowledge of payment ecosystems, including payment processors, facilitators and other complex payment‑related business models.
