Description

SCOPE: The position is responsible for administering, monitoring, and enforcing regulatory compliance requirements related to contract administration, Federal Labor Standards, Economic Inclusion, Minority and Women-Owned Business Enterprise (MBE/WBE) participation, Section 3, environmental reviews, and other federal, state, and local compliance requirements associated with contracts entered into by the Cincinnati Metropolitan Housing Authority (CMHA).

This position promotes CMHA's mission by ensuring all contracts are administered with Integrity, Accountability, Accuracy, Timeliness, Quality, and Professionalism while fostering Respect and Exceptional Service in all interactions with contractors, vendors, residents, government agencies, and internal stakeholders. The incumbent demonstrates Initiative and Creativity by identifying opportunities to improve compliance processes, strengthen partnerships, and enhance organizational performance.

ESSENTIAL DUTIES AND RESPONSIBILITIES: The below statements are intended to describe the general nature and scope of work being performed by this position. This is not a complete listing of all responsibilities, duties and/or skills required.

  • Represent CMHA as the primary contract compliance resource regarding Economic Inclusion, Federal Labor Standards, Davis-Bacon, Section 3, and applicable federal, state, and local regulations while demonstrating professionalism and exceptional customer service.
  • Administer and ensure proper application of Davis-Bacon prevailing wage requirements, identifying applicable exemptions and ensuring full regulatory compliance.
  • Monitor contracts for compliance with applicable labor standards, procurement requirements, MBE/WBE participation goals, Section 3 requirements, environmental review requirements, and other regulatory obligations.
  • Develop, recommend, and implement compliance procedures and internal controls that promote accountability, accuracy, consistency, and continuous improvement.
  • Build and maintain collaborative relationships with contractors, vendors, community partners, government agencies, and internal departments through outreach, education, and technical assistance that reflects CMHA's values of Respect and Exceptional Service.
  • Develop and maintain comprehensive contract compliance programs, performance metrics, and statistical reporting for agency leadership.
  • Investigate complaints, payroll discrepancies, and suspected labor standards violations in a fair, objective, and timely manner.
  • Develop and implement corrective action plans for contractors found to be non-compliant and monitor progress toward resolution.
  • Recommend debarment or other enforcement actions when appropriate for repeated or significant violations.
  • Conduct on-site compliance reviews, interviews, investigations, and audits related to wage and hour requirements, Economic Inclusion, Section 3, and contract compliance.
  • Review certified payrolls and supporting documentation to verify compliance with prevailing wage requirements and ensure discrepancies are corrected promptly.
  • Perform routine audits of contract files, including Capital Fund Program (CFP), RAD, and other federally funded projects, to ensure complete and accurate documentation.
  • Maintain contractor performance and responsibility records to ensure contracts are awarded only to responsive, responsible, and eligible vendors.
  • Prepare quarterly and special compliance reports regarding Section 3, MBE/WBE participation, labor standards, and other regulatory requirements for executive leadership and governing agencies.
  • Assist agency departments during internal audits, external audits, HUD reviews, and compliance monitoring activities.
  • Maintain solicitation records, assign solicitation numbers, and provide prevailing wage determinations as requested.
  • Maintain complete and accurate documentation supporting labor standards administration, contract compliance activities, investigations, and enforcement actions.
