Overview

Manages and leads the corporate payroll function. Responsible for the timely and compliant completion of payroll processes for U.S. based employees. Represents Finance as the "subject matter expert" on payroll and payroll tax issues. Serves as the professional and technical resource for policy interpretation and administration of payroll matters in accordance with federal, state, and local regulations. The position oversees payroll processes and manages payroll staff.

Responsibilities
  • Manages, directs, and develops a team of non‑exempt and exempt employees, to ensure department and individual expectations are achieved. Responsible for priority setting, hiring, performance management, employee coaching and development, and department and individual goal setting. Ensures staff is trained in departmental processes and procedures to meet goals and expectations.
  • Maintains responsibility for the accurate and timely payroll processing.
  • Oversees compliance with federal, state, and local tax laws and regulations and timely filing and payment of employee- and employer‑related taxes in order to ensure timely deposits and avoid tax penalties.
  • Works with Human Resources to formulate and implement policies on payroll matters such as garnishments, leave of absence, FMLA, and new employee benefits to ensure policies are administered correctly and consistently. Prepares employee‑appropriate communications from time to time with input from stakeholders.
  • Works with internal and external auditors to ensure sound fiduciary practices related to the processing of payroll, as well as compliance with Sarbanes‑Oxley Act requirements.
  • Leads or represents Finance on project teams related to Payroll matters to ensure appropriate process oversight. Responsible for ensuring processes and requirements are understood and meet control criteria and customer requirements. Directs system analyst and staff in development of test plans to ensure the end product meets requirements before it is released into production.
  • Serves as point of contact for payroll matters to ensure compliance for the overall organization. Provides guidance to Managers on how to stay current and compliant with payroll and payroll tax requirements to ensure clients’ payrolls are processed correctly and their taxes are filed timely and accurately.
  • Maintains responsibility for the testing and maintenance of the Oracle Payroll System to ensure regulatory updates, system upgrades, and policy changes are implemented timely without disruption to payroll processing.
  • Other duties as assigned to support the general purpose of the position’s function.
Qualifications
  • Bachelor's Degree in Organizational Development or Business or Accounting - Preferred
  • 7 years of experience in Related field.
  • 5 years of experience in Supervisory/management experience.
