Job Summary
Management Level Human Resources position under general management guidance of the Human Resources Director requiring extensive knowledge of human resources, county policies and procedures, labor laws and collective bargaining, training and program development, civil service rules, and regulations to administer, organize and direct human resources related training programs for managers, supervisors and other staff and to assist the Director in administering the HR training program for the Montgomery County Board of County Commissioners.
Responsibilities- Manage Training & Compliance for Montgomery County, developing and implementing programs and program design/realignment utilizing the County LMS (Learning Management System).
- Maintain organizational compliance with delivery of required trainings including preventing sexual harassment and ethics among others.
- Evaluate and implement diversity/implicit bias training to address the needs of a diverse workforce.
- Develop and implement basic supervision and leadership trainings through the LMS.
- Make recommendations relative to programs, implement changes and provide follow‑up.
- Review and analyze adopted service delivery systems, including the County LMS and other models, to identify opportunities for improvements.
- Prepare and review weekly, monthly, and quarterly reports.
- Research, document, review and maintain key data to illustrate customer engagement, outreach and results‑based actions.
- Coordinate service alignment implementation across and outside the department.
- Make recommendations relative to provider contracts, review contracts, initiate change and monitor compliance.
- Research, plan, organize and direct a wide range of personnel related training programs, assess training and develop appropriate methods to stimulate and motivate attendees.
- Develop material for new training programs, review, evaluate and modify existing and proposed programs, recommend appropriate changes.
- Work with supervisors and managers to improve their interpersonal skills, knowledge of county policies, procedures and contract interpretation and application.
- Set up individualized and/or small group training sessions to strengthen employee understanding of county policies.
- Assist Director with interpretation, implementation & communication of all personnel related state and federal laws and mandates, identify and recommend resolution of human resource problems.
- Maintain liaison with the prosecutor’s office, Ohio Department of Administrative Services (DAS) and State Personnel Board of Review (SP ) and develop & write policies.
- Completion of graduate major program coursework in personnel management or human resources management or related field and 5 years’ experience developing and implementing training programs; or completion of undergraduate major program coursework in personnel management or human resources management or related field and 7 years’ experience developing and implementing training programs.
- Advanced computer skills including Microsoft Office suite and prior experience with LMS (Learning Management Systems).
- Preferred certification in training or SHRM.
