Human Resources Manager

Riley Decker Companies is seeking an experienced Human Resources Manager to oversee compliance, employee relations, and HR operations across our family of staffing and workforce solutions companies. This role is responsible for minimizing organizational risk while ensuring compliance with employment laws, staffing regulations, client requirements, and internal policies.

Human Resources Manager serves as the organization's subject matter expert in employment compliance, workplace investigations, policy administration, and employee relations for both internal employees and temporary workforce operations. The ideal candidate has experience supporting a fast paced staffing environment where employment law, unemployment, workers' compensation, OSHA compliance, and client specific requirements are critical to business success.

Key Responsibilities
  • Ensure compliance with all federal, state, and local employment laws and regulations, including FLSA, FMLA, ADA, EEOC, OSHA, and state specific labor regulations.
  • Lead internal HR audits and ensure accurate employee documentation.
  • Develop and maintain employee handbooks, HR policies, and standard operating procedures.
  • Manage I-9 compliance, personnel file audits, and record retention.
  • Partner with legal counsel on employment-related matters as needed.
  • Identify organizational risks and recommend proactive solutions to minimize liability.
  • Oversee compliance for internal employees and temporary associates across multiple states.
  • Partner with operations to ensure client specific compliance requirements are met.
Employee Relations
  • Serve as the primary resource for employee relations issues and workplace investigations.
  • Conduct thorough and confidential investigations into employee complaints.
  • Coach managers on employee performance, corrective action, and conflict resolution.
  • Ensure consistent application of company policies and disciplinary procedures.
  • Promote a positive, compliant, and respectful workplace culture.
HR Operations
  • Oversee leave administration, including FMLA, ADA accommodations, workers' compensation, and other protected leaves.
  • Ensure compliance with wage and hour laws, including FLSA classifications.
  • Maintain HRIS data integrity and oversee employee records management.
  • Develop and implement HR processes that improve efficiency and reduce organizational risk.
  • Create and deliver manager training on compliance, harassment prevention, documentation, and workplace best practices.
Leadership & Strategy
  • Partner with executive leadership on organizational initiatives and workforce planning.
  • Analyze HR metrics and trends to identify opportunities for process improvement.
  • Recommend policy enhancements that support business growth while maintaining compliance.
  • Lead special HR projects and continuous improvement initiatives.
Qualifications Required
  • Bachelor's degree in Human Resources, Business Administration, or a related field.
  • Five or more years of progressive Human Resources experience.
  • Three or more years of HR leadership or management experience.
  • Strong knowledge of federal and state employment laws, including FMLA, ADA, FLSA, EEOC, OSHA, and workers' compensation.
  • Experience conducting workplace investigations and managing employee relations issues.
  • Experience developing and implementing HR policies and procedures.
  • Excellent communication, organizational, and problem solving skills.
  • Ability to handle highly confidential information with professionalism and discretion.
Qualifications Preferred
  • SHRM CP, SHRM SCP, PHR, or SPHR certification.
  • Multi state HR compliance experience.
  • Experience supporting multiple business units or locations.
  • Experience with HRIS systems and reporting tools.
  • Background in staffing, professional services, or multi location organizations.
Compensation & Benefits
  • Salary: (Exempt) $70-$75K
  • Paid Time Off (PTO): 15 days per calendar year (January–December)
