Position: HUMAN RESOURCES ANALYST

Knowledge of:

  • Principles and procedures associated with Human Resources, such as: recruitment, selection, training, compensation and benefits, labor relations and negotiations, workforce development, organizational design and development, employee relations and HR information systems.
  • Principles and processes for providing customer and personalized services. This includes customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction.
  • Business and management principles involved in strategic planning, resource allocation, human resources modeling, and quality improvement methods.
  • Communication and dissemination techniques and methods. This includes alternative ways to provide information.
  • Microsoft Office products to include Word, Powerpoint, Excel, Visio, Outlook and other HR related systems.
  • Federal and state employment related laws and regulations; specifically, EEO, ADA, FMLA, Uniform Guidelines on Employee Selection, and Labor Relations.
  • Conflict resolution and negotiation techniques.

Skill to:
  • Understand written sentences and paragraphs in work related documents.

  • Communicate effectively in writing as appropriate for the needs of the audience.
  • Monitor/assess performance of yourself, other individuals, or organizations to recommend improvements.
  • Actively look for ways to assist employees and/or customers.
  • Identify complex problems and review related information to develop and evaluate options and recommend solutions.

Ability to:
  • Process complex information while maintaining attention to detail.
  • Communicate clearly and concisely, both orally and in writing.
  • Prioritize work; manage time to meet deadlines.
  • Make decisions based on data analysis and observation.
  • Interpret, explain and apply pertinent City, state and federal laws, regulations, ordinances, policies and procedures; interpret and apply rules of contract compliance.
  • Apply various criteria to evaluate contract bids and recommend selections (as assigned).
  • Maintain confidentiality. Perform complex analyses of problems related to assigned area of responsibility.
  • Formulate solutions to complex problems related to assigned area of responsibility.
  • Resolve disputes; negotiate compromises; negotiate union contract agreements.
  • Manage and supervise subordinate personnel (as appropriate).

Each applicant must have a Bachelor's degree from an accredited college or university in the following areas: human resources, industrial relations, business administration, public administration, psychology, or a closely related field.

Other Requirements
  • Possession of, or ability to obtain, a valid Ohio driver's license may be required.
Environmental Conditions

Indoor and outdoor environments; exposure to office computer screens; exposure to extremes in weather conditions; automobile travel within the City may be required.

Physical Conditions

Duties require maintaining physical condition necessary for sitting, standing and walking for prolonged periods of time; light lifting and carrying; general manual dexterity required; must be able to operate assigned vehicle
