Deputy Chief Human Capital Officer
The Office of the Chief Human Capital Officer (OCHCO) provides leadership, direction, and oversight of the Agency's human capital programs and policies. OCHCO is responsible for developing and implementing strategic human capital management practices that align with the Agency's mission, goals, and priorities. The Office serves as the principal advisor to Agency leadership on workforce planning, talent acquisition, employee and labor relations, organizational development, training, executive resources, performance management and employee engagement.
As the Deputy CHCO, the incumbent fully participates in planning, organizing, directing, and coordinating the Agency's human capital programs, serving as the CHCO's alter ego. Specific duties of the position include, but are not limited to:
- Accomplishing or directing the planning and other related staff work involved in the review, development, and execution of new or modified plans and programs for the overall OCHCO program.
- Organizing the OCHCO program, including reviewing proposals from stakeholders to determine the allocation and utilization of resources required to accomplish programmatic goals within the parameters established by legislation and Agency policy.
- Developing and implementing assigned projects, redirecting work, establishing priorities, and changing program emphasis.
- Coordinating the Office with internal and external organizations, determining or recommending agreements and compromises, and maintaining effective working relationships with interested groups.
- Directing the evaluation of work in OCHCO, including evaluating policies, projects, and procedures, conducting field-visits, performing or directing the performance of periodic and special studies, studying inquiries from interested persons and groups, and studying evaluation reports prepared by other agencies and organizations.
- Initiating program plans to implement proposed or enacted Federal legislation, new or proposed program requirements, new or improved technology, emergency situations, court decisions, and the like.
- Overseeing the day-to-day operations of the program, including interpreting policies to subordinates, personnel officers, and EPA management officials, providing review, both formally and informally, to plans and programs proposed by the OCHCO division and by EPA Headquarters Offices and Regions.
- Supervising a large staff of employees organized into units headed by subordinate managers and supervisors.
