Harbor is seeking a Vocational Program Manager to join the team in Cincinnati. This management role is responsible for overseeing all aspects of a designated vocational program, including ensuring staff meet program requirements, supporting professional development, maintaining alignment with Harbor’s strategic plan, delivering high-quality customer service, and reporting program outcomes to stakeholders.

Position is full-time.

REQUIREMENTS Education
  • Minimum Bachelor’s degree in human services or related field with 3 years of vocational rehabilitation or employment experience
  • In lieu of Bachelors, will accept an Associate’s degree with 7 years of vocational rehabilitation or employment experience.
Licensure and Certifications
  • Must have a valid driver’s license, acceptable driving record, and show proof of personal auto insurance policy to be deemed insurable with Harbor’s vehicle insurance carrier.
  • CPR certification required within 90 days of employment.
  • NCI/CPI Certification required within 90 days of employment.
  • Must successfully complete a BCI/FBI background check(s) and six exclusionary database checks every 5 years, as required by OOD.
  • Certification from National Association of Workforce Development Professionals, the International Association of Workforce Professionals, the Society for Human Resource Management, the National Board for Certified Counselors, National Career Development Association or similar certifying entities within 1 year of starting position.
Preferred Qualifications
  • Master’s degree in human services or related field and 2 years of supervisory experience.
  • CRCC, LSW, LPC, CWDP, or CWIC/WIP-C.
RESPONSIBILITIES Essential Functions and Primary Responsibilities
  • Hire, train, supervise, and evaluate assigned staff.
  • Provides coaching, performance management, and disciplinary action as needed.
  • Holds regular 1:1 meeting with direct reports and routine team meetings to ensure alignment and communication.
  • Preserves confidentiality in all personnel matters.
  • Ensures compliance with union contracts if supervising union positions.
  • Exhibits leadership and team-building skills to promote a cooperative atmosphere and achieve expected productivity, efficiency, and effectiveness.
  • Assigns new cases to appropriate staff (job development, employment services, job coaching) and notifies funding/referral sources of assignments.
  • Provides excellent customer service to funding and referral sources by responding to inquiries regarding services, participant progress, and staffing changes.
  • Manages, coordinates, evaluates, and supervises operations for assigned vocational staff and program services.
  • Provides personnel management for assigned vocational staff (hiring, orientation, training, supervision, annual evaluations, and discipline). Consults with the Director and Human Resources prior to any unpaid time off or termination.
  • Assists with innovation, development, and implementation of services—especially services focused on helping OOD participants obtain employment.
  • Facilitates staff meetings, serves on committees as appointed, and participates in continuing education and professional organizations, as appropriate.
  • Assists with development and implementation of program evaluation; collects, compiles, and interprets data; and submits required reports accurately and on time.
  • Provides support services and education regarding the benefits of working, career exploration, benefits counseling, vocational assessments, and job accommodations.
  • Develops resources, referral sources, and partnerships that support successful re-entry and/or overcoming barriers (e.g., housing assistance, medical assistance, counseling/treatment supports).
  • Assists in work site development and maintaining relationships with employers in the community to enhance job placement.
  • Highlights at least two success stories each month and reports them to the Director and Harbor Chief Vocational Officer.
  • Oversees program quality assurance, including monthly customer satisfaction surveys, randomized case reviews, regular peer review, and periodic outreach to customers for feedback.
