Overview
The Cincinnati Recreation Commission seeks a Division Manager of Planning to lead the planning, design, and implementation of the agency’s Capital Improvement Program. The role manages a diverse portfolio of projects, including the design and construction of new parks/playgrounds, major recreational facilities, renovations, and park enhancement initiatives that support the Commission’s mission and long‑term vision.
Responsibilities- Lead the planning, design, and implementation of the agency’s Capital Improvement Program.
- Manage a portfolio of projects ranging from parks and playgrounds to major recreational facilities and renovations.
- Direct, coordinate, and evaluate the work of professional and technical staff, including architects, engineering technicians, and other assigned personnel.
- Assign and review work, establish priorities, and facilitate collaboration among Recreation divisions.
- Ensure compliance with applicable laws, regulations, standards, and city policies.
- Maintain high levels of project quality, accountability, and timely delivery.
- Assist the Director in managing departmental operations, developing strategic plans, and advancing initiatives that enhance public spaces.
- Appropriate city, state, and federal laws, regulations, and procedures.
- Civil Service Rules and Human Resources Policies and Procedures.
- Management principles regarding program evaluation, staffing, and administrative analysis.
- Principles of supervision, training, and performance evaluation.
- Principles of research, data collection, and report preparation.
- Human resource management practices.
- Pertinent federal, state, and local laws, codes, and regulations.
- City government structure, administration, and services.
- Standard English grammar, usage, and spelling; business correspondence formats.
- Operate appropriate computer equipment and related software.
- Operate assigned vehicle in the course of duty.
- Establish performance targets and work priorities.
- Implement and maintain positive employee relations.
- Promote and maintain highest integrity.
- Analyze and manage effective EEO/AA programs.
- Select, supervise, train, and evaluate subordinate staff.
- Process information with a high degree of attention to detail.
- Develop timelines for day‑to‑day activities with milestones and deadlines.
- Interpret city policies and procedures.
- Prepare clear and concise reports and oral presentations.
- Communicate clearly and concisely, orally and in writing.
- Maintain effective working relationships with City officials and the public.
- Use a personal computer in performing job duties.
- Perform statistical analyses.
- Plan complex work processes and procedures.
- Conduct meetings, hearings, interviews, training, and negotiations.
- Utilize a human resources information system and Microsoft Office Suite.
Education and Experience
- Bachelor’s degree in business administration, public administration, or related field (required). Master’s degree preferred.
- Five years of supervisory experience in business management with a primary focus in strategic human resource management, project management, or change management.
- Relevant experience may substitute for education and vice versa.
- Valid driver’s license.
- Excellent communicator and team builder.
- Ability to work irregular hours, evenings, weekends, and travel as required.
