Deputy Director of the Department of Transportation and Engineering (DOTE)

Job Description

The employee serves as Deputy Director of the Department of Transportation and Engineering (DOTE). This executive-level position works closely with the Director to lead and coordinate the City's multi-modal transportation system, including highway, aviation, transit, bicycle, pedestrian, and utility networks.

The Deputy Director provides broad management oversight for several critical DOTE functions, including Traffic Services;
Development, Permits and Urban Design;
Aviation; and departmental administrative support services.

Key responsibilities include:

  • Assisting the Director in establishing and implementing departmental goals, objectives, policies, programs, and priorities.
  • Developing and monitoring annual operating and capital budgets.
  • Providing oversight of capital improvement programs and major transportation projects.
  • Coordinating with City departments, governmental agencies, utilities, consultants, City Council and its offices, community councils, and other external stakeholders.
  • Providing leadership in addressing complex transportation, infrastructure, development, and operational issues.
  • Directing, developing, and evaluating staff and providing leadership in recruitment, workforce development, and succession planning.
  • Promoting collaboration across DOTE divisions and with external partners to advance the City's transportation priorities.
  • Representing the Department in high-level meetings, initiatives, and projects as assigned by the Director.
  • Performing other executive-level management duties as assigned.

The Deputy Director also provides executive oversight and coordination of DOTE's Human Resources, Accounting, and Information Technology functions, promotes effective administrative operations and alignment with departmental priorities, directs oversight of the maintenance and operation of City street lighting circuits, traffic signals, pedestrian signals, school flashers, hazard signals, intelligent transportation systems, overhead signs, vehicle and pedestrian detection systems, and related traffic control infrastructure, ensures effective planning, maintenance, and delivery of traffic-related services and infrastructure, provides oversight of regulatory affairs, right-of-way management, permitting, and regulatory functions, coordinates the design, construction, rehabilitation, and maintenance of public transportation infrastructure, provides leadership for the City's Bicycle Program and Pedestrian Safety Program, and provides management oversight for the administration, operation, maintenance, planning, and development of Cincinnati Municipal Lunken Airport.

Minimum Qualifications (KSAs)

Knowledge of: principles and practices of program development, implementation and administration; methods and techniques of statistical data collection and analysis; principles and practices of municipal budget preparation and administration; principles and procedures of financial reporting; principles and procedures of management systems and reporting; principles of supervision, training and performance evaluation; pertinent federal, state and local laws, codes and regulations;
City personnel policies and procedures; principles and procedures for developing goals, objectives and management plans; public administration principles and processes.

Skill to: operate appropriate computer equipment; use properly all related hardware and software; operate assigned vehicle in the course of duty.

Ability to: implement and maintain positive employee relations; promote and maintain highest integrity throughout all personnel; analyze and manage effective EEO/AA programs; develop and administer departmental goals, objectives and procedures, and assess programs, policies and operational needs and make appropriate adjustments; analyze data and information; draw conclusions; propose responsive actions; identify and respond to sensitive organizational issues, concerns and needs; plan, organize, direct and coordinate the work of lower-level staff;
