Position: Vocational Specialist Job Developer

Position

Harbor is seeking a full‑time Vocational Specialist Job Developer for our Cincinnati location.

Job type:
Full-time, 40 hours per week.

Education, Experience, and Other Requirements
  • Bachelor’s degree in rehabilitation counseling, social work, special education, employment‑related services, or a related field. If you do not have a Bachelor’s degree, you may substitute an Associate’s degree plus one year of vocational rehabilitation experience (e.g., job development, job coaching, career counseling) or three years of successful sales, marketing, or job recruitment experience. Preference will be given to holders of CRCC, LSW, LPC, CWDP, or CWIC/WIP‑C credentials.
  • Strong understanding of disability laws and regulations, including the Americans with Disabilities Act (ADA).
  • Excellent communication, interpersonal, and negotiation skills to build rapport with clients and employers; familiarity with Opportunities for Ohioans with Disabilities (OO D) and Bureau of Workers Compensation (BWC) guidelines preferred.
  • Proficient and accurate computer skills; ability to use multiple data tracking systems for documentation and to host and participate in virtual meeting settings.
  • CPR/First Aid certification required.
  • Must have a valid driver’s license, an acceptable driving record, and proof of personal auto‑insurance policy to be deemed insurable with Harbor’s vehicle insurance carrier.
  • Must successfully complete a BCI/FBI background check and the required six exclusionary database checks every five years, as required by OOD.
Essential Job Competencies and Primary Duties Documentation
  • Complete individualized documentation records for each client based on specific program requirements, including progress notes, comprehensive assessments, job‑search and job‑placement forms, exit interviews, incident reports, and any other necessary documentation.
  • Develop and update the Individualized Service Plan (ISP) and/or Job Development Plan based on the programmatic needs for each client.
  • In providing billable services, meet or exceed the unit expectations established by Harbor.
  • Submit all reports within 15 days from the last date of service for timely billing.
Assessment and Planning
  • Conduct comprehensive assessments and gather information on education history, work history, employment goals; identify appropriate services and resources to help clients progress toward their employment goals.
  • Assist clients in identifying interests, skills, and aptitudes to explore possible vocational choices through a battery of assessments.
  • Inform clients about the effects of employment on entitlements and financial assistance (e.g., SSI/SSDI, Medicaid, Medicare, Section 8, Food Stamps) to facilitate informed choices.
  • Help clients identify needs or barriers to achieving employment goals and develop options to overcome barriers.
  • Evaluate and revise the ISP and/or Job Development Plan based on the client’s responses and needs.
  • Participate in all meetings required by the OOD Provider Manual or grant requirements and outlined by the local Jobs and Family Services office.
Job Development and Collaboration
  • Market Harbor services and identify employer needs through effective job matching.
  • Develop relationships with local employers to identify vacancies and assist in filling them.
  • Educate employers on providing reasonable accommodations in accordance with the ADA.
  • Provide effective job analysis and employee‑interest matching to deliver strong employer‑client matches.
  • Deliver excellent customer service to funding and referral sources by responding promptly to inquiries regarding services and client progress.
  • Provide job‑development, job‑seeking skill training, and follow‑along services.
  • Help clients develop resumes, complete job applications, interview skills, and other activities related to obtaining employment.
