Job Summary

The Community Resources Director is responsible for overseeing and managing the agency's Utility Grant programs, Mobility Grant, and other assigned initiatives to ensure compliance with grant obligations. This role involves direct program management, proposal development, community outreach, contract management, grant writing for new opportunities, and fulfilling reporting requirements. The Director will also serve as a liaison between the agency and community stakeholders to connect individuals and families with available resources.

Required Qualifications
  • High‑school diploma or equivalency
Preferred Qualifications
  • Bachelor’s degree in Business Administration, Accounting, Human Resources, or a related field
  • Minimum of five years of experience in a Community Action Agency (CAA) in a supervisory and/or program management role
  • Minimum of five years of supervisory experience
  • Experience in project management

  • Strong understanding of Community Action Organizations, including funding requirements, operational procedures, and business practices
  • Excellent verbal and written communication skills
  • Ability to develop and execute work plans with clear target dates

  • Proficiency in using various software programs for communication and reporting
  • Knowledge of community resources and ability to represent the organization at events
  • Effective leadership skills in a team-oriented environment
Travel
  • Travel to trainings and conferences occasional overnight.
Work Environment & Physical Demands
  • Extended hours may be required during peak workload periods
  • Primarily an office-based role with occasional lifting of up to 50 lbs.
  • Frequent use of office equipment such as a computer, telephone, and adding machine
Essential Functions
  • Manage and oversee utility programs and staff as assigned by the Executive Director
  • Evaluate program staff performance and assist in additional evaluations as required
  • Build and maintain relationships with community organizations and stakeholders
  • Represent the agency at community events as assigned
  • Conduct outreach efforts to inform the community about available resources
  • Serve as a liaison to connect individuals and families with appropriate services
  • Provide guidance and support to clients navigating resource systems
  • Authorize purchases within designated programs
  • Prepare and submit reports and invoices for funds not assigned to specific program staff
  • Write and submit grant applications for both ongoing programs and new initiatives
  • Secure funding through grant proposals for community resource projects
  • Administer and ensure compliance with the Community Services Block Grant (CSBG) Standards
  • Assist in HEAP Program operations by processing Energy Program Applications during peak periods or staff shortages
  • Collect and analyze data to assess the effectiveness of resource referrals and programs
  • Develop and deliver training programs for staff and volunteers on community resources
  • Collaborate with staff on planning, decision-making, and process improvement efforts
  • Provide leadership, feedback, and professional development opportunities for team members
  • Ensure productivity standards are met and tasks are completed in a timely manner
  • Attend required trainings and meetings
  • Perform other duties as assigned

This position plays a critical role in ensuring that the Pickaway County Community Action Agency effectively serves its community by managing resources, securing funding, and facilitating connections between individuals and the services they need.
