The Pre-Roll Manager is responsible for leading and managing all pre-roll production operations within a licensed cannabis manufacturing facility. This role ensures daily and weekly production goals are met through effective scheduling, efficient workflow management, strong quality control practices, and strict compliance with OLCC regulations, METRC tracking requirements, and internal SOPs. The Pre-Roll Manager provides direct leadership to the pre-roll production team, supports training and performance management, and ensures product consistency, accuracy, and cleanliness across all stages of manufacturing.
This position plays a key role in maintaining production efficiency, minimizing waste, ensuring inventory accuracy, and supporting continuous improvement initiatives across pre-roll production and packaging operations.
Key Responsibilities
Pre-Roll Production Operations
- Manage daily pre-roll production schedules to meet output, fulfillment, and distribution goals
- Oversee all stages of pre-roll manufacturing including grinding, weighing, cone filling, packing, labeling, and packaging handoff
- Ensure production is completed efficiently while maintaining consistent quality standards and minimizing material loss
- Coordinate labor planning, staffing coverage, and daily task assignments to ensure smooth production flow
- Monitor and report production output metrics, identifying opportunities for efficiency improvement
- Track and communicate inventory needs for supplies and materials (cones, tubes, labels, flower, kief, infused materials, etc.) to Inventory and Leadership
- Support scaling initiatives, production improvements, and workflow optimization projects
- Assist with troubleshooting operational issues that impact production timelines or quality
- Ensure pre-rolls meet established quality standards for weight accuracy, pack density, burn consistency, appearance, and cleanliness
- Conduct routine in-process inspections and final quality checks prior to packaging handoff
- Identify and correct issues such as loose packs, overfilled cones, underweight units, contamination risks, or packaging defects
- Ensure all finished goods are properly sealed, labeled, and packaged according to SOPs and compliance requirements
- Maintain product consistency across production runs and adherence to internal product specifications
- Document quality issues and escalate recurring concerns to leadership
- Ensure all production activities comply with OLCC regulations, sanitation standards, safety requirements, and facility security protocols
- Oversee accurate tracking of materials, inputs, outputs, waste, and batch production records in METRC and internal tracking systems
- Maintain strict chain-of-custody and inventory accountability for all cannabis material used in pre-roll production
- Ensure production documentation is complete, accurate, and submitted in a timely manner
- Maintain audit-ready standards and ensure the production area remains inspection-ready at all times
- Ensure daily cleaning and sanitation of all equipment, tools, and production areas
- Oversee safe and proper use of grinders, scales, filling equipment, sealing equipment, and related production tools
- Conduct routine equipment inspections and report malfunctions, calibration concerns, or safety hazards
- Ensure proper storage and organization of cannabis materials, packaging supplies, and finished goods
- Enforce PPE requirements and promote cleanliness and safety best practices
- Supervise pre-roll production staff and provide daily direction and workflow oversight
- Train employees on SOPs, safety protocols, compliance procedures, and quality standards
- Provide performance feedback and support employee development and accountability
- Partner with Packaging, Inventory, and Operations teams to align production with demand and fulfillment needs
- Support onboarding and training plans for new production staff
- Promote a culture of efficiency, consistency, teamwork, and continuous improvement
