Position: RCC Agency Deputy Chief Underwriter at M&T Bank Clanton, AL

Overview

RCC Agency Deputy Chief Underwriter role at M&T Bank located in Clanton, AL. The Deputy Chief Underwriters (DCU) perform direct underwriting of multifamily and/or healthcare transactions under Fannie Mae, Freddie Mac, FHA, or balance sheet/bridge loans and mentor junior analysts and Underwriter Trainee staff. DCUs review all transactions supervised at every staff level prior to loan approval, address issues that arise during or after underwriting, and ensure that trainee submissions meet required standards.

An established relationship with Agency and/or HUD lending partners is required. For Fannie Mae loans with loss sharing, the DCU participates in the approval process based on transaction size and tier.

Primary Responsibilities
  • Analyze and manage the multifamily underwriting process, ensuring loans are underwritten in accordance with investor guidelines and commitments are issued timely.
  • Accurately size loans and assess overall risk before and after application using specific investor underwriting guidelines.
  • Interview prospective borrowers and property managers to obtain critical property, management, and borrower details for each transaction.
  • Review subordinate debt documents and regulatory agreements in accordance with program requirements.
  • Work with originators to determine the most appropriate deal structure and resolve outstanding issues.
  • Interact with investor representatives (Fannie Mae, Freddie Mac, Life, HUD, etc.) regarding loan transaction terms and waivers.
  • Inspect property in accordance with investor guidelines (national travel required).
  • Obtain and review all third‑party reports associated with each transaction as required by the specific investor.
  • Complete underwriting narrative and committee package.
  • Work closely with the processing team to monitor submission status and communicate with the deal team and customer to ensure timely transaction submission.
  • Review commitment letters and hand off to loan closing department.
  • Stay current on new or revised legislation and regulations that may impact established policies.
  • Become a subject‑matter expert on topics and share knowledge with the group.
  • Assist with screening certain portfolio transactions and provide feedback to the Screening Group on structuring and approval viability.
  • Address post‑closing follow‑up requests from asset management, rating agencies, or potential buyers during the securitization process (Freddie Mac).
  • Understand and adhere to the company’s risk and regulatory standards, policies, and controls in accordance with the risk appetite, and identify issues requiring escalation to management.
  • Promote an inclusive environment that reflects the M&T Bank brand.
  • Maintain internal control standards, including timely implementation of audit points and responses to external regulators.
  • Perform other related duties as assigned.
Scope of Responsibilities

DCUs use analytical skills to review rent roll, operating statements, financial statements, and third‑party reports (appraisals, market studies, physical needs reports, and environmental reports) to make credit judgments and prepare the required application submissions to the appropriate agency.

Supervisory / Managerial Responsibilities

Direct management of underwriters and indirect management/mentorship of other team members assigned to the transaction.

Education and Experience Required
  • Bachelor’s degree and a minimum of 9 years of agency multifamily underwriting experience, inclusive of 2 years of leadership experience; or a combined minimum of 12 years of higher education and/or agency multifamily underwriting experience, inclusive of 2 years of leadership experience.
  • Prior leadership experience.
  • Strong knowledge of Microsoft Office systems (Outlook, Excel, Word, etc.).
  • Strong interpersonal skills with the ability to interact with all levels of personnel and the customer base.
  • Excellent verbal and written communication skills.
  • Strong analytical and problem‑solving skills to identify issues early that may impact a transaction and develop mitigating solutions.
  • Good organizational skills—ability to multitask and compile and review information in a timely and organized manner.
  • Detail oriented, particularly with numbers; ability to function independently and meet deadlines.
  • Proficient knowledge of Fannie Mae and Freddie Mac multifamily guidelines.
