Basic Purpose

Positions in this job family are assigned responsibilities involving the management, from acquisition to disposal, of all supplies and equipment used to support an institution or agency. These responsibilities include procurement, receipt, storage, control, issuance, inventory, delivery of material, equipment, records, agency mail, and other supplies used to support agency business practices.

Typical Functions
  • Receives, issues, ships and arranges materials, equipment, records, agency mail and other supplies in proper locations using machinery as needed.
  • Provides centralized mail services and/or performs centralized printing functions.
  • Inspects items for conformance with specifications.
  • Conducts inventories and maintains records, files reports, and performs necessary administrative duties.
  • Assists requisitioners in preparation of specifications.
  • Acts as liaison to the agency purchasing agent/Central Purchasing.
  • Supervises and trains subordinate personnel and edits requisitions and purchase orders.
  • Confers with department heads, vendors, and outside agencies concerning purchases, deliveries, and acceptability of supplies.
  • Coordinates with other units/divisions as needed to clarify policy, procedure and determine status for a wide range of service and support related requests, which may include the acquisition, storage, disbursement and/or disposal of assets and records.
  • Performs other related duties as assigned consistent with the responsibilities of the position and agency operations.
Level Descriptor

This is the specialist level where incumbents are assigned responsibilities for performing advanced level work of an independent nature which exceeds the requirements of basic inventory control or records keeping activities and may also be responsible for providing training, guidance or functional supervision to others in the completion of various tasks and activities related to procurement, receipt, storage, control, issuance, inventory, and delivery of material, equipment, records, and agency mail.

Skills, Abilities and Competencies

In addition to the Knowledge, skills, abilities, and competencies identified in lower level(s), the required knowledge includes simple arithmetic; the English language; storage methods and procedures; inventory methods and techniques and maintaining detailed inventory records; warehousing practices and techniques; stock handling; operation of warehouse equipment; stock identification methods; and general clerical and office management methods and procedures.

Abilities required include: writing simple reports; following oral or written instructions; establishing and maintaining effective working relationships with others; storing and warehousing a variety of supplies; maintaining detailed and accurate warehouse records; providing training and supervision to others.

Skill required: operating a forklift.

Education and Experience

Three (3) years of experience in receipt, storage, or stock handling work, and issuance of material; or an equivalent combination of education and experience.

Special Requirements

Applicants must be willing and able to fulfill all job-related travel normally associated with this position. Agencies may require selected positions to perform moderately heavy lifting or other manual tasks, including lifting/carrying 70 (seventy) pounds occasionally, 25 (twenty‑five) pounds frequently, and pushing and pulling a maximum force of 40 (forty) pounds. Additionally, agencies may require applicants receiving a conditional offer of employment to submit to a physical examination to verify the ability to meet these physical requirements.

Agencies may determine specific positions in this job family to be safety sensitive as defined by 63 O.S. § 427.8.
