Summary This position is eligible for the Education Debt Reduction Program (EDRP) - a student loan payment reimbursement program. Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. VHA Health Professions Trainee (HPT): VHA Health Professional Trainees (HPT) pending the completion of education or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
NOTE:
This applies to current/past/upcoming VHA HPTs only. An HPT is an individual appointed to a temporary position in one or more VHA medical facilities performing clinical or research training experiences to satisfy program or degree requirements or receiving VA Health Professional Scholarship Program. HPTs can be either VA-paid or Without Compensation (WOC).
- United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy
- English Language Proficiency: Psychologists must be proficient in spoken and written English in accordance with VA Handbook 5005 - Part II - Chapter 3 - section A - paragraph 3j
- Education: Have a doctoral degree in psychology from a graduate program in psychology accredited by the American Psychological Association (APA) - the Psychological Clinical Science Accreditation System (PCSAS) - or the Canadian Psychological Association (CPA) at the time the program was completed
- The specialty area of the degree: Must be consistent with the assignment for which the applicant is to be employed
- Specialty area references: The term means the specialty areas recognized by the accrediting body, not specific job duties
- Accreditation knowledge: Currently - APA accredits doctoral programs in clinical psychology, counseling psychology, school psychology, or combinations of two or more of those areas; PCSAS accredits clinical science; CPA accredits clinical psychology, counseling psychology, clinical neuropsychology, and school psychology
- School psychology note: There are no VHA job assignments requiring the skills of a school psychologist
- Special cases: For eligibility, other pathways include re-specialization in an APA or CPA accredited program with conditions, or specific historical degrees with internship and board certification requirements
- Internships: Completion of an APA- or CPA-accredited internship, or acceptable alternatives as described
- Licensure: Full, current, unrestricted license to practice psychology in the United States (or applicable territory) or District of Columbia
- Exception: Non-licensed applicants who otherwise meet requirements may be given a temporary appointment as a "graduate psychologist" at GS-11 or GS-12 under 38 U.S.C. 7405 for up to two years
- Grade determinations: See the vacancy for criteria to determine the grade (GS-13 Full Performance Level with required experience and KSAs)
- Experience/KSAs: Knowledge of professional psychological treatments, ability to provide professional advice and consultation, knowledge of clinical research literature
