Overview
We are seeking a Senior Project Controls Specialist Energy to join our team in the Oak Ridge, TN office. You will assist the Business Manager with earned value management, scheduling, cost estimating, cost analysis, and control. Your role includes integrating project earned value data, cost estimates, and schedules into a combined data source, ensuring compliance with processes, and supporting project planning through schedule and cost development.

- Integrate project earned value data, cost estimates, and schedules into a combined data source and support compliance of processes.
- Plan and develop project schedules and cost estimates; maintain schedules for maintenance activities, cost engineering, and monitoring progress.
- Execute monthly reporting activities and establish/maintain an Earned Value Management System (EVMS).
- Track and account for project financials and align costs with the approved Work Breakdown Structure (WBS).
- Provide total project cost updates related to schedule/cost engineering and material control; develop data for proposal development and contract negotiations.
- Review scope requirements, develop schedules of various levels (summary, detailed, programmatic), and coordinate consolidated project schedules.
- Develop cost estimates (conceptual, order‑of‑magnitude, parametric, bottom‑up) and support Basis of Estimates and WBS dictionaries.
- Support reviews of all estimates for completeness and correctness, and assist with baseline change processes.
- Provide integration, control, and management support for project planning, scheduling, progress management, and resource assessment.
- Coordinate vendor/sub‑contractor quotes related to specific WBS elements.
- Promote teamwork, may lead and direct work of others, and perform other duties as assigned.
- Bachelor’s degree or equivalent experience in business or a related technical field.
- Minimum 10 years of project controls experience, including large nuclear, environmental cleanup, or construction projects.
- Experience with $10M+ construction project schedules and 3+ year project schedules for large projects.
- Experience with $100M+ construction cost estimates.
- Proficiency in MS Excel, MS Word, MS PowerPoint; advanced Excel preferred.
- Proficiency in Primavera P6 and MS Project; advanced Primavera P6 preferred.
- Experience with InEight Estimator or similar cost estimating software.
- Knowledge of federal government estimating practices and FAR.
- Experience using earned value management systems and reporting.
- Ability to develop cost estimates from engineering drawings, sketches, bills of materials, and equipment lists.
- Ability to develop project schedules from multiple sources.
- Certifications preferred: EVMS, Cobra, Primavera P6, ASPE, AACE International, PMP.
- Effective organizational, interpersonal, written, and verbal communication skills.
- Must be a U.S. citizen.
