Job DescriptionThe Center for Behavioral Health at UMSL is seeking an enthusiastic and qualified Senior Grants Specialist. The Center is located inwest St. Louis County in Town & Country. The Senior Grants Specialist provides critical support to research faculty and departmental staff in grant and award management. Responsibilities include supporting, coordinating, and analyzing research expenditures through the University's human resources system,fiscal accounting system, and the contract terms and conditions tomeet the compliance standards of external sponsors.
This position is also responsible for various reporting, invoicing, accounts receivable management, and closeout. May develop recommendations for financial resolutions regarding funding adequacy, allowabilityof expenses and other pertinent deliverables.
- Lead full lifecycle management of local, state, federal, and foundation grants, including application, budgeting, reporting,audits, and site visits
- Provide grant management support to Principal Investigators andtheir departments who are recipients of external grants and contracts.
- Develop, monitor, and forecast operating and grant budgets across multiple programs
- Analyze, interpret, and develop recommendations for leadership on funding adequacy, allowability of expenses, staffing, and sustainability and other pertinent deliverables for compliance asthey pertain to federal regulations and university policies
- Submit personnel changes as needed, including hiring, fundingreallocations, salary adjustments, appointments, and terminations,while ensuring compliance with University policies and sponsor requirements.
- Review contract terms and conditions; liaise with relevantunits and campus departments to monitor compliance of contracts,set up and manage awards for external funding, ensuring they are consistent with the requirements of university policy, relevantsponsor policies, and all applicable state and federal laws
- Serve as primary liaison with funders and University administrative units
- Correspond with external partners to ensure understanding ofregulations and requirements for funding
- Review budget and expenses on restricted funds and monitor the appropriateness of expenditures on awards and sub-awards forallowability, allocability, reasonableness, and consistency of treatment
- Compile, review, and submit sponsored project invoicing,financial reporting, prior approval requests, and other sponsorrequests/reports as required - including working with other campus’sponsored programs on collaborative projects between campuses.
- Ensure Cost-Share account set-up, perform tracking and reporting
- Process budget changes, carry forward and extensions, prior approval requirements for changing aspects of a fund and closeout
- Communicate and direct departmental staff on the procedures and practices for award management as they pertain to complex fiscalsituations
- Cooperate and engage with Sponsored Program Administration staff and campus community to provide training on best practicesregarding award management and compliance regulations
- Provide administrative supervision to finance office personnelresponsible for invoicing, billing, and other financial processingresponsibilities
- Assist in maintaining office records for efficient business operations
Business Hours Monday - Fridays with some evenings
Minimum QualificationsBachelor's degree or an equivalent combination of education and experience and at least 3 years of experience from which comparable knowledge and skills can be acquired is necessary
Preferred Qualifications- Master’s Degree in Business, Accounting, or a related discipline.
- Firm understanding of grant reporting and compliance guidelines at a local, state, and federal level
- Prior experience working with a non-profit
- Budgeting and forecasting experience
- Grant application and writing experience
- Experience with People Soft Financial and HR Modules
