Job DescriptionThe Police Lieutenant provides shift-level command supervision and operational leadership for UMSL campus public safety, ensuring timely emergency response, supervising sworn and civilian personnel, overseeing parking and transportation, supporting accreditation and compliance, and advancing recruitment/retention and community engagement.
This role requires leadership judgment, cross-functional coordination, and the ability to balance public safety priorities with customer-focused transportation services in a higher education environment.
Command and Supervision –Law Enforcement & Public Safety Leadership- Serves as a command-level supervisor responsible for shift operations, patrol oversight, and incident command functions.
- Oversee Parking & Transportation and Patrol operations, and review work performed by assigned personnel, providing guidance, quality control, and accountability while ensuring tasks are completed in accordance with department policies and procedures.
- Supervises and evaluates sworn personnel, ensuring compliance with departmental policies, state and federal laws, and accreditation standards.
- Reviews reports, use-of-force documentation, and critical incident responses for accuracy, legality, and policy adherence.
- Participates in emergency management planning, special events coordination, and campus threat assessment activities.
- Provides leadership in community-oriented policing initiatives and campus engagement efforts.
- Provide on-shift command oversight of campus policing operations and personnel.
- Develop shift schedules, determine staffing needs for events and emergencies, assign duties, monitor radio/field communications, and review/approve incident reports and leave requests.
- Establish performance expectations, conduct coaching and performance feedback, perform formal evaluations, manage performance improvement plans, and implement progressive discipline where appropriate.
- Analyzes operational data on parking demand, enforcement activity, and service effectiveness.
- Contributes to long-range transportation and campus mobility planning initiatives.
- Participates in policy development and revision to ensure consistency and legal compliance.
- Respond to and coordinate responses to critical incidents, service calls, medical emergencies, public safety threats, and large events.
- Assess conditions and direct resources and mutual aid as required.
- Direct, conduct, and/or supervise criminal and internal investigations, including interviews, interrogations, evidence handling, report preparation, and citizen complaint investigations.
- Ensure due process and compliance with legal and departmental standards.
- Maintain accurate documentation and reporting related to investigations and professional standards activities.
- Lead or support accreditation processes and maintain compliance with applicable campus, state, and national standards.
- Develop and revise departmental policies and standard operating procedures.
- Research funding opportunities, prepare grant proposals, and manage awarded funds according to guidelines.
- Serve as a departmental representative to the university community and external partners.
As with all positions, may perform other job-related responsibilities as needed to support departmental and campus-wide needs. Primary Responsibilities vary based on assigned duties, as Police Lieutenants are expected to respond to operational needs and perform a variety of tasks and responsibilities in support of the Police Department.
