Construction Inspector (SCA) – Military Services Group – Clearfield, UT
Primary Role: Coordinates, inspects and assists with the construction of new water treatment plants, and distribution infrastructure as well as wastewater treatment plants and sewer collection system components in accordance with approved construction and engineering specifications, policies, and practices of the company. Utilizes expertise in construction field management, quality assurance, quality control, and report documentation. Serves as primary field contact between the Construction Manager and General Contractors for water and wastewater utilities.
Key Accountabilities:
- Performs field inspections of the construction and maintenance of water distribution systems and sewer collection facilities, including earthwork, concrete, piping, painting, mechanical and electrical facilities, and instrumentation.
- Interprets, implements, and enforces contract documents and specifications; communicates deficiencies to proper persons.
- Utilizes testing procedures, inspection protocols, construction inspection techniques and performs QA/QC functions; identifies conflicts with other underground facilities and utilities.
- Co‑ordinates and approves contractor activities; schedules utility outages in accordance with contract terms and customer requirements.
- Participates in construction meetings and provides information on schedule compliance, change orders and coordination; interfaces between Construction Manager, engineering personnel and outside construction firms.
- Reviews contractors’ safety programs, enforces compliance with safety regulations and follows company environmental, health and safety policies.
- Compiles information and prepares construction reports and reviews as‑built drawings as required; assists in obtaining, preparing and maintaining related permits, maps, charts or records.
Knowledge /
Skills:
- Experience with construction inspections of water and wastewater facilities or large infrastructure projects.
- Ability to solve practical problems and handle variable situations with limited standardization.
- Skill in reading and interpreting construction drawings, plans and specifications; applying material testing procedures.
- Ability to prepare, organize and maintain inspection field and office data, reports and systems.
- Mathematical skills: addition, subtraction, multiplication, division in all units of measure; calculation of rates, ratios and percentages; geometry and algebra concepts.
- Effective communication of complex technical information, both oral and written; ability to produce routine reports and correspondence.
- Knowledge of civil engineering principles and inspection methods applicable to water and wastewater facilities.
- Knowledge of applicable laws, standards and regulations relating to construction, inspection and safety.
- Broad understanding of water distribution and wastewater collection systems and their construction, testing and disinfection.
- Working knowledge of engineering drawings, cut sheets and stakeouts.
Experience /
Education:
- High School Diploma or GED with five (5) years’ experience in water/wastewater distribution and construction of water distribution systems.
- Inspection experience in the water and wastewater industry; minimum five years.
Travel Requirements:

Certifications & Licenses:
- Preferred:
Industry‑related certifications, training, technical associate’s degree or bachelor’s degree in civil engineering or related field. - Valid motor vehicle operator’s license with acceptable driving record.
Work Environment:
- 20% Office; 80% Field.
- Regular work outdoors in various weather conditions; exposure to moving mechanical parts, extreme heat or cold, wet or humid conditions, fumes or airborne particles; noise level usually loud.
Additional Requirement: Ability to pass a Department of Defense background check for access to the military installation.
