- VARIABLE PLANS EXAMINER I: $32.93/hr (or $52.68/hr with one license)
- VARIABLE PLANS EXAMINER II: $34.57/hr (or $55.32/hr with two licenses)
- VARIABLE PLANS EXAMINER III: $36.30/hr (or $58.08/hr with three licenses)
- VARIABLE PLANS EXAMINER IV: $38.12/hr (or $60.99/hr with four licenses)
The City of Clearwater is seeking a Variable Plans Examiner to review construction plans for compliance with applicable codes and regulations. This part‑time/temporary role supplements the permanent workforce during workload fluctuations, ensuring timely plan reviews and maintaining high service quality.
Work Hours- Average weekly hours cannot be determined at date of hire.
- Hours may vary from week to week and are anticipated to be 28 hours per week or less.
- Will be considered full‑time and eligible for medical coverage if hours average 30 hours per week or more over a 12‑month measurement period (or 130 hours per month).
- Review & evaluate building permit applications and plans to ensure all information is submitted; conduct detailed and accurate reviews and provide comments to address deficiencies and errors.
- Interface, engage, and communicate with architects, engineers, walk‑in customers, and the general public regarding projects and associated plans and questions.
- Examine construction plans and specifications for code compliance; understand & apply all applicable codes & ordinances; disclose and notify applicants of code deficiencies.
- Collaborate with departmental staff to support permit intake, plan review, and issuance processes.
- Collaborate with building inspectors on design issues identified in the field.
- Review architectural and engineering plans for permit applications in flood zones; demonstrate strong technical knowledge regarding flood zone requirements and ensure accurate submission and record updates.
- Communicate with other City departments responsible for plan review in a timely and professional manner.
- Assist and participate in training of other employees to enhance knowledge and skill when handling plan‑related concerns from the public.
- Compute & determine permit fees; approve or disapprove permit applications and communicate effectively regarding errors or deficiencies.
- Coordinate office activities related to permit issuance; perform various technical and computer work to ensure plans and permits are handled efficiently and professionally.
- Assist with damage assessments when needed.
- Perform other duties as assigned.
- A valid State driver’s license is required.
- A valid Standard Plans Examiner license issued by the State of Florida in at least one of the following areas:
Residential, Building, Mechanical, Electrical, Plumbing.
Must maintain the related continuing education as required by Florida.
This position requires operating the following equipment, machines, tools, and other work aides: digital camera, City vehicles, copier, phone, personal computer, Microsoft Office 365, digital and paper code books, and other equipment as assigned.
Education and ExperienceHigh School Diploma or GED and three (3) years of professional‑level experience in construction, building inspection, or plans review, corresponding to the State of Florida DBPR licensing category; must meet qualifications as established by the latest revisions of the State of Florida Chapter 468, Florida Statutes, and Division 61G19, Florida Administrative Code; or an equivalent combination of education, training, and experience may be considered.
Experience in reviewing Elevation Certificates (ECs) preferred.
