Summary/Objective

Represent Habitat for Humanity Tampa Bay Gulfside (HFHTBG) in the construction delivery of subdivision infrastructure once projects are handed off from predevelopment. The Infrastructure Construction Manager reports to the Chief Construction Officer and works closely with the Director of Predevelopment by providing construction technical expertise during the predevelopment stage and managing infrastructure construction through completion, on time and within budget.

Essential Functions
Construction Technical Support During Predevelopment
  • Reviews site plans, infrastructure concepts, phasing, and budgets to provide constructability input before project handoff.
  • Works closely with the Director of Predevelopment, engineers, consultants, and construction leadership to identify construction risks, cost impacts, and schedule considerations.
  • Supports value engineering and contractor input during the predevelopment stage as needed.
Infrastructure Construction Management
  • Manages all aspects of subdivision infrastructure construction after handoff from predevelopment, including sitework, grading, utilities, stormwater, roads, sidewalks, and related improvements.
  • Serves as HFHTBG representative with contractors, inspectors, municipalities, engineers, utility providers, and internal teams.
  • Monitors contractor performance, quality of work, safety expectations, field conditions, inspections, and project milestones.
  • Coordinates resolution of field issues, construction conflicts, punch-list items, and closeout requirements.
Bidding, Contractor Oversight, and Contract Administration
  • Prepares and coordinates bid scopes, contractor solicitations, bid comparisons, and award recommendations for infrastructure work.
  • Oversees contractors to ensure work is completed in accordance with approved plans, specifications, permits, contracts, and organizational expectations.
  • Reviews change orders, pay applications, contractor documentation, and progress reporting for accuracy and alignment with project budgets.
Budget, Schedule, and Reporting
  • Maintains infrastructure construction budgets, schedules, milestone trackers, contingency tracking, and project documentation.
  • Identifies budget or schedule risks early and recommends corrective action to keep projects on time and on budget.
  • Provides regular project updates to the Chief Construction Officer and coordinates handoff timing with the vertical construction team.
Municipal Coordination and Project Closeout
  • Coordinates required inspections, utility coordination, municipal approvals, testing, acceptance processes, warranties, and closeout records.
  • Ensures completed infrastructure is ready for vertical construction and meets applicable municipal, engineering, and organizational requirements.
