Overview
This position is responsible for field construction accountability for the successful execution of Power Grid Operations (PGO) construction, maintenance, and restoration activities. The role reports to the Manager of Construction Management and provides general guidance and oversight. It manages construction management during all phases of moderately complex projects, executing the PGO work plan in accordance with the Scope and Method of payment while maintaining financial stewardship.
The position ensures efficient utilization of contractor resources, meets the work plan, and works with internal and external stakeholders to achieve customer and company project goals.
- Assist project team with project costs, schedule adherence to achieve project in‑service dates, permitting compliance, safe work practices, coordination of material, public safety and security at project sites, and commissioning of facilities.
- Serve as the single point of contact for all PGO contractors throughout the project lifecycle from development to construction activities.
- Maintain communication with contractors, monitor and respond to construction approval forms, perform discretionary construction audits, and complete technical reviews within required time frames.
- Report anomalies in the work plan, review and understand contractor billing guidelines, and provide feedback to Project Management and Resource Management schedulers.
- Resolve disputes between external parties and Duke Energy contractors, provide technical guidance during site scoping and constructability reviews, and assist with construction outage sequence plans and resource strategies during bids and pricing portal events.
- Provide input during change order reviews, validate need and cost for requested changes, support clearance and hot‑line tag submissions, and attend pre‑construction and FAC‑OO8 walkdowns.
- Coordinate with Engineering to facilitate required changes or deviations from the original project scope or design and ensure environmental and erosion control compliance.
- Assist with pre‑commissioning and commissioning activities, maintain documentation, and provide periodic updates on commissioning status and progress.
- Five (5) years of experience and an Associate’s degree in Engineering Technology, Construction Management or a related field.
- OR Seven (7) years of experience and a High School Diploma/GED.
- Bachelor’s degree in engineering or Construction Management and three (3) years of required utility construction experience.
- Experience performing H&S safety observations.
- Experience in multiple roles and/or jurisdictions in PGO.
- Understanding of crane operations and associated rigging.
- Understanding of DOT work zone compliance.
- Thorough understanding of the "Keys to Life" safety document.
- Demonstrated knowledge and skills with internal tools and software applications such as Maximo, Plantview, Construction Audit Tool, iTOA, Duke Energy GIS system, Planned Outage Portal, and the ADMS tool.
- Associate’s degree in engineering technology or related field with five (5) years of utility construction experience, OR Bachelor’s degree with three (3) years of utility construction experience, OR high school diploma with seven (7) years of utility construction/maintenance experience.
- Valid driver’s license.
- Effective written and oral communication skills.
- Working knowledge of Resource/Work Management principles.
- Working knowledge of workforce resourcing and contract administration.
- Strong conflict management and negotiation skills.
- General understanding of budgeting practices and charging guidelines.
- Effective problem‑solving and analytical skills.
- Working knowledge of software applications such as Microsoft Office products and familiarity with retrieving corporate information.
- Point of contact for all pre‑approvals based on Scope and Method of Payment requirements.
- Monitor and respond to construction approval forms (CAF) in Maximo.
- Perform discretionary construction audits and enter them in the audit tool per requirements.
