Stormwater Site Plan Compliance Manager (Environmental Program Manager
1)
Location: 22211 US Highway 19 N., Building 10, Clearwater, FL 33765
Schedule: Monday - Friday, 8:00 a.m. to 5:00 p.m.
If you are passionate about protecting water resources in Pinellas County, this may be the perfect opportunity for you to join a dedicated group of Environmental Professionals as an Environmental Program Manager with Pinellas County’s Division of Environmental Management.
This is a supervisory, technical field and office position. Duties include engineering review of stormwater management system (SWMS) site plans for stormwater ponds, conducting inspections and evaluations for compliance with approved site plans, communicating with property owners and contractors regarding inspection results and compliance concerns, and maintaining case files.
Additional duties include complaint response, correspondence, and public outreach for flood prevention and watershed protection. This position supervises one Environmental Specialist 2 and reports directly to the Watershed Protection Section Manager, Division Director or designee.
What Will You Do?- Research and investigate stormwater management systems (stormwater ponds) and related complaints to determine compliance with County site plans, permits, and applicable County Codes.
- Perform technical office and field investigations of stormwater management (stormwater ponds) systems and prepare reports on findings.
- Coordinate with responsible property owners and their contractors to obtain compliance including generating enforcement correspondence, performing re‑inspections to ensure regulatory compliance, and potentially appear in court as a witness.
- Coordinate with internal and external staff for complaint response and case resolution.
- Responsible for Site Plan Compliance Program case files and database management and ensuring timely resolution; escalates decisions to higher authority if a policy decision is required.
- May participate in other Watershed Protection Section compliance programs.
- May participate in other Division of Environmental Management outreach programs.
- Perform other related job duties as assigned.
One (1) year of supervisory experience in the assigned field of environmental management.
Experience:Advanced technical and professional experience in the review of stormwater management system infrastructure, designs, and site plans as described.
Education:Bachelor’s degree in environmental engineering, geography, environmental science, or a related field.
- Nine (9) years of experience as described above; or
- Bachelor’s degree as described above, and five (5) years of experience as described above; or
- An equivalent combination of education, training and/or experience.
- Possession and maintenance of a valid Florida Driver's License.
- Ability to obtain required certifications and licenses, if any.
- Ability to swim.
- Assignment to work a variety of work schedules including mandatory work periods in special, emergency, and/or disaster situations.
- Experience with stormwater management system site plan review and field inspections.
- Experience with environmental compliance.
- Experience with Accela.
- Knowledge of stormwater management system design and purpose;
- Knowledge of state stormwater regulations;
- Skilled in the review of site plans and permits to determine compliance with County regulations related to stormwater criteria;
- Skilled in GIS layers and software, Microsoft Office Suite;
Database and Case management; - Ability to understand stormwater conditions by applying sound drainage concepts, investigating causes, and developing solutions;
- Ability to learn the principles, techniques and practices of topographic or hydrographic surveying and land surveying;
- Ability to develop and deliver outreach programs to citizen groups, homeowners, and contractors;
Ability to deal with co-workers and the public with tact, patience, and courtesy; - Ability to communicate effectively, both orally and in writing;
- Ability to organize and comprehend new information, training, and on-the-job related practices;
