This position is the first level of leadership for the Tax Collector Organization and a crucial part of the in-house training team.

This role performs complex clerical and financial work responding to inquiries regarding real estate accounts including but not limited to property tax, tangible tax, bankruptcy, homestead liens, tax roll corrections, tax deed and various other tax services; acts as collections agent for municipalities, the Clerk of Court, and taxing authorities; addresses inquiries ranging from payment billing, account research, escalated issues, and the application of approved policies and procedures;

maintains close contact with multiple areas within Pinellas County government ensuring the accuracy of various ad valorem and non-ad valorem taxes.

What Would You Do?

• Researches, verifies, updates, and assures the accuracy of information in the tax revenue software for tax calculation, billing, collection, payment plans, tourist development tax and cashier;

• Performs advanced complex tax rolls work, such as calculating and posting changes to the real estate and personal property tax rolls, installment, or escrow accounts, tax deed applications, tax certificate transfers through other automated systems including Tax Sys software application;

• Conducts difficult tax account searches and abstracts other descriptive data using researched Florida Statutes to ensure compliance

• Researches and interprets Florida Statute and Department of Revenue rules and regulations in regards to collections and distribution of taxes;

• Audits, reviews, and processes accounts and perform complex case related functions;

• Answers standard and complex customer inquiries following set standards and expectations while assisting customers with various account activities such as payment application, fixed due dates, deferrals, payment installments, refunds, bill discrepancies, etc.;

• Searches records and source materials for citizens, attorneys, vendors, and other County departments;

• Interprets billing information provided on customer accounts and applies appropriate procedures as needed;

• Explains and interprets other taxing authority and municipalities’ millage in a clear and understandable manner;

• Investigates complaints and confers with property owners and/or their legal representatives concerning delinquent tax accounts, tax certificate sales, and tax deed process;

• Prepares appropriate certified filings for tax deed sale to the Clerk of Court;

• Maintains and updates names, phone numbers, mailing addresses, and email addresses for customer accounts;

• Assist in conducting investigations and audits to resolve problems from misapplied funds;

• Performs complicated transaction handling, balancing, and receding duties involving currency, checks, money orders, cashier’s checks, credit/debit cards, advanced deposits, and wire/ACH funds.

• Performs a variety of tasks related to an automated office environment;

• Prepares reports and performs special projects as required;

• Coordinates schedules, meetings, conferences, and calendars;

• Performs other related job duties as assigned.

What Do You Need To Have?

• Two years of experience in a Florida Tax Collector’s Office and a minimum of six months of experience quoting tax deeds, applying wire payments to accounts, creating homestead liens, and setting up partial payment plans; or

• One year of college level course work that includes courses in finance, accounting, business, general studies, or computer courses and training; or

• An equivalent combination of education, training, and/or experience.

• Knowledge of advanced business English, spelling, and arithmetic;

• Knowledge of a broad range of complex, electronic and technical automated office procedures and practices;

• Knowledge of the laws, ordinances, and Department of Revenue rules and regulations pertinent to the area of assignment.
