Air Quality Division Manager (Environmental Division Manager)

Location: 509 East Ave S.;
Clearwater, FL 33756

Schedule: Flexibility within the hours of 7:00 a.m. and 6:00 p.m. is available.

Pinellas County is one of only eight Florida counties authorized to monitor air quality. We are seeking an experienced Air Quality Division Manager to lead programs that protect public health and ensure compliance with federal, state, and local air quality regulations.

In this leadership role, you will oversee ambient air monitoring, asbestos and air toxics programs, compliance activities, and grant management while providing strategic direction for the County's Air Quality Program.

This highly visible position works closely with regulatory agencies, community stakeholders, and the regulated community. Strong leadership, communication, and technical expertise are essential.

You will lead a team of fifteen (15) professionals, fostering a culture of collaboration, accountability, and continuous improvement while helping shape the future of air quality management in Pinellas County.

What Will You Do?
  • Plan, develop and implement the daily operations of each section of the air program, including ambient air monitoring data collection and laboratory operations, inspection of permitted and unpermitted sources of potentially regulated air emissions, and the oversight and inspection of construction and demolition projects related to asbestos regulations.
  • Develop and administer the Division operational and capital budgets (approx. $2 million annually).
  • Oversee the development and administration of all EPA grant applications and awards, as well as state contracts; negotiate terms, conditions, and services; and manage the preparation of required financial and activity reports.
  • Evaluate requests for program modifications with respect to funding, personnel, program priorities, and County policies and objectives.
  • Track revenue and expenditures; supervise staff developing and/or approving requisitions and purchase orders.
  • Coordinate and consult with EPA, state agencies, and other county officials to support the agency’s mission, meet grant and contract obligations. Represent the Air Division at public meetings, forums, conferences, and rule hearings as needed.
  • Lead and support technical, professional, and supervisory staff in achieving program objectives. Provide leadership for all personnel actions within the Division, including hiring, training, professional development, performance management, and disciplinary processes.
  • Prepare technical reports for submittal or presentation to County, State or Federal agencies. Review all official reports, correspondence, and public information materials prepared by staff for technical and policy content prior to distribution.
  • Participate and coordinate with internal and external auditors on financial and programmatic audits of Air Division grants, contracts, and programs.
  • Oversee the timely completion of public records requests.
  • Ensure timely response to citizen complaints.
What Will You Need?

Experience: Air quality field with an emphasis in state or local air programs, including two (2) years of supervisory or managerial experience.

Education: degree with major coursework in physical, natural or biological science, environmental engineering or a related field.

  • Eight (8) years of professional experience as described above, or;
  • An Associate’s degree as described above and six (6) years’ experience as described above, or;
  • A Bachelor’s degree as described above and four (4) years’ of experience as described above, or;
  • A Master’s degree as described above and two (2) years’ of experience as described above, or;
  • An equivalent combination of education, training, and/or experience.
Additional Requirements
  • Possession and maintenance of a valid State of Florida Driver's License upon hire with eligibility based upon evaluation of a Motor Vehicle Record (MVR) driving report.
