Location: 440 Court Street Clearwater, FL 33756

Work Schedule: 8:00 a.m. – 5:00 p.m., Monday–Friday (Standard hours, with occasional flexibility to attend County meetings)

Pinellas County is seeking a Behavioral Health Data Scientist who can do more than analyze data—someone who can tell the story behind the numbers and use insight to inform critical decisions that shape behavioral health outcomes across our community.

In this highly visible role, you will transform complex behavioral health, public health, and population health data into clear, responsible, and actionable narratives that support leaders, providers, and community partners in making informed, evidence-based decisions for Pinellas County residents.

What You'll Do

You will serve as both a technical expert and strategic storyteller
, responsible for:

  • Leading advanced analytics, forecasting, and performance measurement across large, multi-source behavioral health datasets
  • Translating complex data into compelling dashboards, reports, and visualizations that communicate trends, risks, and opportunities
  • Developing meaningful performance metrics to inform behavioral health services, opioid settlement–funded initiatives, and population health strategies
  • Using data storytelling to help leadership and stakeholders understand what the data shows, why it matters, and how it should guide action
  • Serving as the County’s behavioral health data subject matter expert, informing policy, program design, and system improvement
  • Partnering with internal teams and community stakeholders to identify data needs, assess impact, and improve service quality and outcomes
  • Supporting care coordination, utilization management, and service design through data-driven insight
  • Presenting findings clearly and confidently to executive leadership, public audiences, and multidisciplinary teams
What We’re Looking For? Education & Experience
  • Master’s degree in Epidemiology, Public Health, Behavioral Health, or a related field plus five (5) years of relevant post-graduate experience
  • Bachelor’s degree in a related field plus seven (7) years of relevant experience
  • An equivalent combination of education, training, and experience
Technical & Analytical Expertise
  • Expert-level knowledge of behavioral health systems, levels of care, and clinical measurement tools
  • Advanced experience in data analysis, forecasting, and predictive/prescriptive modeling
  • Strong proficiency with analytics and visualization tools such as SQL, Power BI, or equivalent platforms
  • Deep understanding of HIPAA, 42 CFR Part 2, and public records requirements
  • Demonstrated experience working with large, complex, and sensitive datasets in government, healthcare, or nonprofit environments
Storytelling, Communication & Influence
  • Proven ability to translate data into insight—and insight into decision-ready information
  • Strong written and verbal communication skills, including executive-level presentations
  • Ability to influence decision-making by framing data within the broader behavioral health and community context
  • Experience collaborating across multidisciplinary teams and stakeholder groups
