Operations Manager, Administrative Management
ENTRY SALARY: $56,345.31 CURRENT RECRUITMENT IS FOR BEACH MARINA OPEN UNTIL FILLED
Under limited direction, the Parking Supervisor is responsible for the supervision, oversight, and administration of parking, marina, marine, aviation, and related security operations at City‑owned facilities and properties.
Essential Functions- Plans, assigns, reviews, and coordinates work and work schedules; makes recommendations regarding hiring, performance, discipline, promotion of subordinates, and standard operating guidelines.
- Provides functional expertise that may require interaction with other City departments and collaboration with external entities.
- Gathers, evaluates, and analyzes data relating to operations, practices, techniques, and areas of critical concern to a functional area or to the department as a whole.
- Maintains records and prepares reports; monitors budgeted expenditures; supervises the requisition of supplies, materials, equipment, and services.
- Oversees and assists in the collection, handling, documentation, and deposit of revenues; ensures all monies are properly collected and accounted for.
- Provides professional customer service by responding to complaints and inquiries, resolving issues calmly, and using effective conflict‑resolution skills to de‑escalate situations and enforce policies fairly.
- Performs interviews, and reference checks; makes hiring recommendations; conducts employee performance reviews and evaluations.
- Provides employee training and coordinates certifications to be scheduled and maintained by staff.
- Coordinates general maintenance, repair, and upgrades for parking and marina facilities, including lighting, signage, striping, landscaping, and equipment enhancements.
- Meets and coordinates with contractors, vendors, suppliers, other City departments, and special events representatives on matters related to assigned operations.
- Documents, tracks, and maintains accurate operational, personnel, and purchasing records.
- Reports hazardous or potentially hazardous conditions to the appropriate manager and coordinates corrective actions.
- Assists, collaborates, and provides support to Parking System and/or Marine and Aviation Department management.
- Performs related duties as assigned.
Additional Responsibilities Based on Area of Assignment
Marina Parking Office Assignment- Supervises Parking Citation Assistants and Parking Facility Security Aides assigned to the Clearwater Beach Parking Office, which operates seven (7) days per week, 365 days per year.
- Works a flexible schedule, including weekends, as operationally required.
- Supervises and assists with operational issues related to parking facilities contract management services.
- Supervises, oversees, monitors, and facilitates security operations at the Beach Marina, Downtown Harbor Marina, and public docking areas.
- Leads and supervises special projects related to security operations.
- Oversees customer service, security equipment, employee development, and vessel and aircraft security.
- Ensures security logbooks are completed accurately each shift and secured to preserve documentation.
- Administers, supervises, and monitors the quality and quantity of work performed by assigned personnel.
A valid State driver’s license is required.
This position is required to operate the below equipment, machines, tools, and other work aides:
Computer, phone, fax, copier, hand tools, handheld devices, vehicles, parking technology & software, and other equipment as assigned.

Education and ExperienceHigh School Diploma, High School Equivalency Diploma, or G.E.D. Certificate AND four (4) years of experience with security operations or parking services, including at least one (1) year of supervisory experience; OR an equivalent combination of education, training, and experience may be considered.
