Make an Impact Leading Stormwater Operations

Join our APWA-accredited Public Works team and play a central role in protecting Pinellas County residents and businesses from flooding while advancing sustainable water resource management.

As a Stormwater Operations Manager
, you will lead approximately 20 field operators or professionals responsible for maintaining:

  • 875 miles of stormwater pipe
  • 307 miles of open conveyance
  • 715 permitted facilities

You will oversee field operations across rights-of-way, easements, and County land throughout unincorporated Pinellas County. The Operations Manager reports directly to the Stormwater Operations Section Manager. This position exercises a significant degree of independent judgment while exercising initiative and discretion in carrying out stormwater permitting programs to obtain the maximum degree of efficiency and effectiveness.

What Would You Do?
  • Makes procedural and operational recommendations to the Section Manager.
  • Implements work management plans in designated assignment areas.
  • Apply administrative and technical knowledge to assure compliance with contracts; follow proper inspection techniques to examine workmanship and materials and detect deviations from plans, regulations, and standard construction practices.
  • Investigate and respond to citizen complaints and inquiries regarding the maintenance.
  • Monitor and track program expenditures and cost estimates for designated assignment areas within the division.
  • Manages personnel needs by conducting interviews, delegating work of subordinates, reviewing work performed and administering discipline.
  • Maintains and monitors comprehensive records of work.
  • Performs other office and related administrative assignments including computer functions.
  • Effectively communicate directives and instructions with staff.
  • Promotes and maintains professional links with all levels of staff, public and other organizations.
  • Directs and provides leadership in relation to long‑range planning for programs and activities in line with approved levels of service and target.
  • Prepares specifications for vehicles, equipment and operational supplies.
  • Performs related work as assigned or required.
What Do You Need To Have?

Experience/

Education:

  • High School diploma or an acceptable equivalency diploma (GED); five (5) years of experience implementing stormwater program, maintenance and construction within the State of Florida including two (2) years of supervisory experience or supervisory training; or
  • Associate’s degree in construction, public administration, or related field and three (3) years of experience as described above;
  • An equivalent combination of education, training and/or experience.
Additional Requirements:
  • Possession and maintenance of a valid State of Florida Driver’s License or Commercial Driver’s License upon hire with eligibility based upon evaluation of a Motor Vehicle Record (MVR) driving report.
  • Obtain job related license(s) or qualifications directly related to the job as a prerequisite to appointment or to acquire those qualifications or license(s) within six (6) months of hire or a period of time not to exceed one (1) year as determined appropriate:
  • Spill Prevention
  • NIMS Response Training;
    ICS 100, 200, & 700
  • OSHA 30 hour Construction Industry Program Training
  • Availability to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations.
Highly Desirable
  • Experience in reviewing construction plans.
  • Leadership qualities needed to provide managerial and technical guidance to staff.
  • Knowledge of modern techniques, methods, procedures, principles and practices of stormwater permitting, MS4, and NPDES.
  • Proficient in Microsoft Office Suites; including Word, Excel, Outlook, Powerpoint.
  • Effectively communicate written and oral directives and instructions with all levels of staff, public and other organizations.
  • Skilled in utilizing asset and data management system software, including OPUS/Oracle, Cityworks, ESRI GIS and /or Mapping of County Assets.
  • Possess job related license(s) or qualifications directly related to the job as a prerequisite to appointment or to acquire those qualifications or license(s).
