The Building & Maintenance Division Manager provides significant administration, supervision, oversight, and direction for all maintenance and repair activities done on municipal buildings and facilities.

Essential Functions:

-- Essential functions, as defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge, and skills. Essential duties and responsibilities may include, but are not limited to, the following:

* Directs, leads, and administers the work of all trades workers in the upkeep, maintenance, and care of all buildings and equipment; oversees and directs all construction, renovation, modification, installation, and repair of City buildings, apparatus, fixtures, and facilities, including carpentry, painting, roofing, plastering, plumbing, glazing, masonry, demolition, and locksmith work, security, and custodial services.

* Develops, establishes, and implements the department's budget; oversees and administers expenses and various purchases required to ensure all operations run smoothly; reports on budget adherence, discrepancies, or needed changes; facilitates updates to budget for improved services.

* Oversees the communication and coordination with engineers, contractors, architects, vendors, and other parties; provides project management, inspections, and facilitates the completion of current projects.

* Performs site visits to monitor progress and address concerns or challenges; identifies areas that need to be addressed; implements utility savings strategies through effective energy management strategies; coordinates recommendations on action items based on site visits with various City departments and vendors; makes reports on work currently being done and potential future work.

* Ensures that appropriate data is captured and properly recorded by members of the division; ensures the division has a constant system of high level data analysis and provides recommendations based on analysis.

* Performs research, studies, surveys, audits, and recommends emerging technologies that will maximize energy efficiency in city buildings.

* Administers and supervises the development and creation of documents and contracts; handles all purchase requests, contract requests, and gathers proposals from vendors; procures and controls the use of supplies and equipment.

* Confers and coordinates work requests and work orders throughout the City; supervises and oversees all carpenter shop and field crews; performs all personnel management tasks including hiring, performance evaluations, and disciplinary actions.

* Handles and provides high level management in emergency situations; facilitates quick response and addresses situations with clarity and tact.

* Performs other duties as assigned.

Licenses, Certifications, and Equipment:

A valid State driver's license is required.

Education and Experience:

Bachelor's Degree in Architecture, Engineering or Construction, or a related field AND five (5) years of experience in building repair and maintenance work with at least two (2) years of which shall have been in a supervisory capacity; OR an equivalent combination of education, training, and experience may be considered.

* Project and personnel management and supervision

* Department policies and protocols, operation, and administration

* Equipment maintenance practices and methods

* Current and emerging technologies for energy efficiency including solar

* Best practices for maximizing energy efficiency in city facilities

- * Administering, coordinating, and supervising repair, maintenance, and project work for the City maintenance of buildings

* Developing and implementing budgets

* Administering department operations

* Providing maintenance and repair, inspections, and supervision

* Working with contractors, obtaining quotes, managing contracts, and coordinating work

* Organizing materials, purchasing equipment, and maintaining inventory

* Giving clear instructions, keeping accurate records, and providing strong supervision

* Collecting, analyzing, and implementing relevant data to identify trends and guide decisions

* Using tact and independent judgment within established guidelines
