Assistant Traffic Operations Manager

Location: 22211 US Hwy 19, Clearwater, FL 33756

Schedule: Night Shift; 4 10-Hour Shifts

This is supervisory, technical, and administrative work assisting the Traffic Operations Manager and Traffic Field Supervisor in overseeing the installation, operation, maintenance, and repair of the County’s traffic signal and intelligent transportation systems (ITS). The Assistant Traffic Operations Manager supports traffic signal field operations with a primary emphasis on night crew activities, emergency response, and after-hours work programs, serving as the primary operational lead during assigned nighttime operations.

An employee in this classification assists with short- and long-range planning, work management, resource allocation, personnel oversight, and regulatory compliance related to traffic signal systems. The incumbent exercises a high degree of independent judgment, initiative, and discretion to ensure safe, efficient, and reliable operation of the traffic signal system and continuity of operations during evenings, nights, emergencies, and special events.

What Would You Do?
  • Assist the Traffic Operations Manager and Traffic Field Supervisor with planning and coordinating traffic signal operations, maintenance, and construction activities.
  • Supervise night-shift traffic signal staff, including scheduling, work assignments, performance monitoring, and enforcement of safety policies.
  • Lead after-hours and emergency response efforts for traffic signal malfunctions, knockdowns, power outages, special events, and disaster operations.
  • Implement work management and preventive maintenance programs; ensure accurate documentation and reporting.
  • Provide technical guidance on traffic signal equipment, controllers, cabinets, detection systems, communications, and related infrastructure.
  • Ensure compliance with federal, state, and local regulations, standards, and policies related to traffic signals, ITS, MOT, and worker safety.
  • Coordinate with County staff, law enforcement, utilities, contractors, municipalities, FDOT, and regulatory agencies on operational and emergency issues.
  • Assist with budget preparation, expenditure tracking, and recommendations to improve operational efficiency.
  • Support hiring, training, performance evaluation, and discipline of assigned staff; respond to public inquiries as needed.
  • Serve as a key responder during hurricanes and emergency events to support traffic signal system restoration.
  • Perform other related duties as assigned.
What Do You Need To Have?
  • High School diploma or acceptable equivalency diploma (GED); and
  • Six (6) years of progressively responsible experience in traffic signal systems maintenance, repair, and operations including possession of active International Municipal Signal Association and (IMSA) Traffic Signal Tech 3 and Traffic Signal Inspector certifications and at least one (1) year of supervisory experience or supervisory training.
  • Associate’s degree in construction management, engineering technology, electronics, or a directly related technical field and four (4) years of experience as described above;
  • Bachelor’s degree in construction management, engineering, or a directly related technical field and two (2) years of experience as described above.
  • Equivalent combination of education, training, and experience.
  • Florida Commercial Driver’s License (CDL) Class B with air brakes or ability to acquire within 6 months.
  • Possession and maintenance of State of Florida Advanced Maintenance of Traffic (MOT) certification or ability to acquire within 6 months;
  • Assignment to work a variety of schedules, including nights, weekends, holidays, on-call rotations, and compulsory work periods during emergencies and disaster situations.
Highly Desirable
  • Knowledge related to transportation engineering, traffic signal construction, traffic signal timing, Advanced Traffic Management Systems (ATMS), or Intelligent Transportation Systems (ITS).
