JOB SUMMARYTo organize, supervise and participate in a variety of Utility Operations activities involving maintenance, repair and construction of water distribution, treatment, conveyance and purification systems; to oversee, assign, review and participate in the work of an assigned crew; and to perform the more complex and difficult duties assigned to the work unit.
SUPERVISION RECEIVED AND EXERCISEDReceives direction from upper level supervisory and management staff.
Exercises direct supervision over semi-skilled and maintenance level staff.
RESPONSIBILITIES- Operation of a City vehicle.
- Organize and supervise crews of skilled and semi-skilled personnel in the repair, construction and maintenance of a variety of city facilities and properties including, but not limited to curb and gutter removal and replacement, sewer and water line construction, cleaning and repair, storm drain and culvert maintenance.
- Participate in the full range of maintenance, repair and construction duties including performing the most difficult duties assigned to the work unit.
- Operate a full range of heavy and light equipment such as dump trucks, backhoes, skid steer and rubber-tired loaders, hydraulic excavators, water pumps, air compressors, mowers and other related equipment used in the maintenance, repair and construction of city facilities and properties.
- Answer questions and provide information to the public; investigate complaints and recommend corrective action as necessary to resolve complaints.
- Inspect streets, sidewalks, curbs, gutters, drainage facilities, parks and water/wastewater systems for needed maintenance and repairs.
- Inspect the work of crews in progress; provide advice and assistance to supervisors.
- Provide and/or coordinate crew training; work with employees to correct deficiencies; implement discipline procedures as directed.
- Ensure safety of worksite, verify barricade placement as necessary; maintain barricade and safety materials; replace worn and non-compliant safety equipment.
- Submit requests for materials, tools, equipment and other supplies as needed; assist in preparing equipment specifications, prepare information for purchase orders and job tracking.
- Maintain routine materials, labor and equipment records; prepare routine summaries and reports.
- Plan, prioritize and assign work for multiple workers or crews; check on work programs throughout the day.
- Read and interpret maps of underground water, sewer and drainage systems.
- Supervise, train and evaluate subordinates.
- Collect and assist with testing of water samples.
- Requisition supplies, materials and equipment as necessary, including safety equipment and barricades.
- Assist in the preparation of budgets, maintain time, materials and equipment use records.
- Perform related duties as assigned.
- Methods, materials and procedures used in the construction, maintenance and repair of water distribution and wastewater collection systems.
- Methods and techniques used in estimating time and materials for assigned projects.
- Occupational hazards and standard safety precautions necessary in utility work.
- Purpose and use of a variety of heavy equipment, vehicles and tools (hand & power).
- Basic budgeting techniques.
- Principles and practices of personnel supervision, training and evaluation.
- Plan, assign and supervise the work of staff involved in the construction, maintenance and repair of water distribution systems and/or wastewater collection systems.
- Evaluate operations, procedures, policies and recommend improvements.
- Prepare and maintain routine records and reports.
- Coordinate operations with other divisions and departments.
- Respond effectively to emergency situations as they arise.
- Communicate effectively, both orally and in writing.
