General Statement of Job

Under limited supervision, performs a variety of supervisory, administrative, skilled, technical, and maintenance work in the planning, construction, operation, repair, maintenance, and replacement of City wastewater treatment, water, sewer collection, customer billing complaints, and meter reading facilities and stormwater systems and in the overall management of the utilities division of the city. Work involves serving as Head of the Utilities Department and planning and directing the construction and maintenance of structures and facilities, such as pipelines, water and sewage systems, waste disposal units and stormwater facilities.

Essential Job Functions
  • Supervises department employees which involves such duties as instructing, assigning and reviewing work, maintaining standards, acting on employee problems, selecting new employees, appraising employee performance, and recommending promotions, discipline, termination, and salary increases.
  • Carries out, reviews, and recommends City policy to the Assistant City Administrator in the utility division of the city, and manages departmental utility policies for the financial, personnel, and operational activities of the utilities division.
  • Develops operational and capital improvement budgets for the utilities division.
  • Assures that approved citizen service requests are met in a timely and professional manner.
  • Responsible for the daily organization, work tasks, assignments, and supervision of the wastewater treatment plant, water and sewer lines, meter reading/utility billing, stormwater, GIS asset management and other duties that are associated with the utilities division of the city.
  • Plans future water and sewer line extensions and rehabilitation projects.
  • Plans for adequate future sewer plant capacity and water supply.
  • Assures city compliance with state primary drinking water regulations.
  • Assures city compliance with the requirements of the NPDES permit for wastewater discharges.
  • Obtains necessary construction and operation permits for water and sewer projects from SCDES.
  • Responsible for the proper installation, maintenance, and repair of water lines, water taps, meters, meter boxes, fire hydrants, valves and other water distribution appurtenances, sewer lines, sewer taps, manholes, and other sewer line collection appurtenances; assures that SCDES mandated programs such as backflow prevention, sampling, hydrant, and valve testing, etc. are carried out.
  • Assures timely response to emergency repairs.
  • Assures that Cochran Road Treatment Plant is operated and maintained within city policy and SCDES regulations.
  • Acts as a liaison for interaction with the Pendleton/Clemson Wastewater Treatment Plant.
  • Acts as a Board of Directors member for the Anderson Regional Joint Water System.
  • Maintains daily records on work tasks, materials used, and any unusual occurrences.
  • Responsible for carrying out an ongoing preventative maintenance program for the utilities division of the city.
  • Dispenses information, remains accountable and advises the inventory manager on inventory.
  • Maintains and keeps up-to-date inventory of city-owned tools and equipment.
