Scope of Work & Deliverables

Zane State College seeks an experienced Nursing Education Consultant to serve as the LPN Program Development Director
.

In this contractor role, the consultant will lead the design, regulatory documentation, and initial launch preparation for the Practical Nursing (LPN) Program, ensuring full alignment with Ohio Board of Nursing (OBN), Ohio Department of Higher Education (ODHE), and Higher Learning Commission (HLC) standards.

• Curriculum & Program Design: Develop complete program curriculum, course descriptions, syllabi, student learning outcomes, and assessment plans aligned with OBN standards.
• Accreditation & Regulatory Approvals: Author and compile all required proposals, documentation, self-studies, and compliance reports for submission to the Ohio Board of Nursing, ODHE, and HLC; lead site-visit preparation.
• Clinical Partnership Framework: Identify, establish, and negotiate clinical affiliation agreements and clinical site scheduling frameworks.
• Policy & Student Guidelines: Draft LPN student handbook policies, admission criteria, progression and retention guidelines, and licensure readiness protocols.
• Resource & Budget Planning: Provide recommendations for instructional equipment, simulation lab specifications, library resources, and technology needs.
• Faculty & Advisory Framework: Outline faculty workload models, qualification profiles, and establish initial Nursing Advisory Committee charter and membership recommendations.

• Education: Master’s degree in Nursing (MSN). (Candidates holding a Bachelor of Science in Nursing [BSN] combined with a Master’s degree in a related field may also be considered.)
• Licensure: Active, valid, and unencumbered Registered Nurse (RN) license issued by the State of Ohio (or eligible to obtain prior to start).
• Experience:
• Minimum of five (5) years of professional nursing practice as an RN.
• Minimum of two (2) years of full-time teaching experience in an approved nursing education program.
• Demonstrated track record in curriculum design, nursing program administration, or regulatory compliance.

• Doctoral degree (DNP, Ph.D., Ed.D.) in Nursing, Education, or a related field.
• Prior direct experience preparing submissions for Ohio Board of Nursing (OBN) approval.
• Experience in community college or career-technical education environments.
• Background in healthcare simulation curriculum integration.

• In-depth expertise in Ohio Administrative Code (OAC) Chapter 4723 rules governing nursing education programs.
• Exceptional technical writing and project management capabilities.
• Proficiency with collaborative tools and learning management systems (e.g., Microsoft Office 365, Teams, Zoom, Blackboard).

• Contract Rate: $50.00 per billable hour. Invoices submitted bi-weekly or monthly based on verified hours and deliverable milestones (expected range: 20-30 hours per week). Duration of assignment to be no longer than 12-18 months and may be completed in less time.
• Completion / Accreditation Incentive: A one-time milestone disbursement of $5,000.00 will be paid upon receipt of final initial approval/accreditation from the Ohio Board of Nursing and applicable governing bodies.

  Work may be performed remotely. The contractor exercises independent judgment regarding the schedule and methods used to complete agreed-upon project deliverables.
• Contractor Status & Benefits Notice: This engagement is strictly an Independent Contractor (1099) relationship and does not constitute an offer of employment. The contractor is not eligible for employee benefits, including but not limited to health insurance, retirement systems (e.g., SERS/STRS), paid leave, worker’s compensation, or tuition waivers. The contractor is solely responsible for all federal, state, and local tax obligations.
