Downtown Neighborhood Investment Manager
The Downtown Neighborhood Investment Manager is responsible for reviewing incentive applications and preparing presentations for loan and grant review committees, serving as the single point of contact within assigned neighborhood districts for CDCs and other neighborhood stakeholders, providing site‑related acquisition, development, and rehabilitation technical assistance, engaging with small businesses, and serving as the point of contact for City Council inquiries.
Key responsibilities include:
- Review incentive applications and prepare presentations for loan and grant review committees.
- Serve as the single point of contact within assigned neighborhood districts for CDCs and other stakeholders.
- Provide site‑related acquisition, development, and rehabilitation technical assistance.
- Engage small businesses looking to locate and expand on targeted commercial corridors.
- Facilitate site visits for high‑growth potential businesses.
- Assist with special projects, including those associated with CWDAs.
- Represent the Department of Economic Development in public meetings and presentations.
- Help businesses access department resources and navigate other departments.
- Perform other job‑related duties as required.
Bachelor’s degree in Urban Studies, Economic Development, Business Administration, Public Administration, Marketing, Communications, Political Science, or a closely related field is required;
Master’s degree is preferred. The candidate must understand contemporary social justice, diversity, equity, and inclusion challenges, possess strong analytical, organizational, customer service, oral and written communication skills, demonstrate effectiveness at building interpersonal relationships, commit to public and customer service, and possess an entrepreneurial spirit dedicated to maintaining high ethical standards. Must also understand climate change and integrate environmental and climate justice into strategic planning.
Minimum Qualifications
- High School Diploma or GED required.
- Experience in a public‑facing, stakeholder management, client relations, or business development role interacting with corporate executives, real estate brokers, or public officials.
- Experience in commercial leasing, business retention, urban planning, or economic development specifically within a Central Business District, preferably Cleveland.
- Builds and maintains trusted relationships with downtown corporate leaders, small businesses, brokers, and developers.
- Delivers a prioritized, quarterly outreach list to the Deputy Director of Business Growth.
- Facilitates warm connections through downtown partner networks and conducts outreach visits.
- Determines and executes the City’s connection and engagement with ground‑floor retail tenants.
- Markets the City’s Economic Development programs to downtown stakeholders.
- Assists with the development of strategies intended to create a unified and competitive leasing marketplace in the downtown core.
