Job Description:
Responsibilities of the Scratch-Off Product Manager include but are not limited to:
Provides program direction for all aspects of Ohio Lottery Commission's Scratch-Off products portfolio. Manages all activities related to all Scratch-Off products life cycles including game portfolio plan, strategy, research, industry benchmarking, game creation, game design, prize structure development, working papers, game rules, game promotions, game Point of Sale material, game indexing, vendor collaboration, stakeholder collaboration, market launch, sales and performance analysis and forecasting, game closing, etc.
Develops and implements strategic plans for Scratch-Off products portfolio. Defines Scratch-Off products portfolio sales goals and objectives and develops plans and strategies to maximize sales. Manages Scratch-Off products portfolio budget. Serves as the Ohio Lottery Commission's subject matter expert for all Scratch-Off products. Supervises assigned staff including assigning work and monitoring progress, training, evaluating and keeping assigned staff up to date on Scratch-Off products portfolio information.
Manages the Scratch-Off products contract and warehousing and ticket distribution contract. Ensures vendors are meeting various service level agreements. Develops contract monitoring plans. Enforces all components of contracts. Establishes vendor performance measures and requirements. Ensures vendors perform according to Ohio Lottery Commission expectations. Forms, cultivates and maintains key relationships with the vendors. Consults with, advises and provides information to parties involved with the contracts.
Performs key functions in the scratch-off products contract and warehousing and ticket distribution contract rebid process such as Requests for Proposals, evaluating bids, and leading implementation of new vendors and products. Performs other duties and work on special projects as directed. Official State of Ohio Classification:

Qualifications:
5 years training or 5 years experience in business administration, management or public administration.
-Or completion of undergraduate core program in business administration, management or public administration; 36 months training or 36 months experience in supervisory, administrative &/or managerial position.
-Or completion of undergraduate core program for academic field of study commensurate with program area to be assigned per approved Position Description on File; 36 months training or 36 months experience in supervisory, administrative, managerial &/or staff position involving planning, research &/or policy/procedure development.
-Or 1 yr. exp. as Program Administrator 2, 63123.
-Or equivalent of Minimum Class Qualifications For Employment noted above. Job
