Department: Start Up Services and Operational Services

Reports to: Senior Manager of Quality Enhancement

FLSA Status: Exempt

Job Status: Full-Time

Duties & Responsibilities
  • Assist unlicensed childcare center/providers with the Ohio’s pre-licensing process, providing support with the application and helping understand compliance requirements with regulatory standards.
  • Deliver in-person and virtual technical assistance for back-office support in budgeting, workforce development, marketing, technology adoption, and business planning.
  • Provide individual business coaching sessions with a goal of 40 per quarter and 10 pre-licensing group orientations annually. Deliver one group Peer Networking event quarterly.
  • Document all provider engagements using the current Case Management System (CMS) weekly.
  • Complete a monthly and quarterly progress report that documents outcomes, highlights key accomplishments, and includes a narrative highlighting the program's progress and success.
  • Establish, strengthen, and maintain collaborative relationships with five to seven external community partners to expand resources, enhance service delivery, and increase support for aspiring and existing child care providers.
  • Cultivate collaborative partnerships with local and state child care licensing organizations.
  • Represent Starting Point in external meetings, work groups, or advocacy efforts across all Service Delivery Areas.

Education & Experience
  • Bachelor’s degree in Business Administration, Early Childhood Education, Public Administration, or related field (Masters degree preferred)
  • Ohio Approved Training Instructor preferred
  • 3-5 years of experience in small business development, early childhood systems, or a technical assistance role
  • Familiarity with the ODJFS/DCY Child Care Licensing process and business operations in the early childcare sector.
  • Proven track record of using data to improve outcomes and drive service enhancements.
Skills & Abilities
  • Highly collaborative individuals with experience developing and implementing new initiatives.
  • Competency in MS Office products and cloud-based databases
  • Excellent communication, coaching, and partnership-building skills.
Work Schedule

This position follows a traditional Monday–Friday work schedule, with occasional evening and weekend hours required based on program or organizational needs. Flexible scheduling is available to accommodate alternative work hours when such events occur, ensuring a balanced approach to meeting both operational requirements and employee well-being.

This role may require local travel, as well as travel out of state. The ability to attend weekend and evening events is required.

Physical requirements

Work is primarily performed in a traditional office environment; however, this position may occasionally require event setup and breakdown, including moving tables, chairs, and other equipment. The role involves the ability to lift and carry items weighing up to 20 pounds, as well as periods of standing, walking, bending, and reaching as needed to support events and activities.

Summary

Job Summary

The Manager of Startup and Operational Services will lead and implement Starting Point’s Business and Operational Program, which is a key initiative designed to support both aspiring and current childcare providers. This role involves preparing individuals for pre-licensing in accordance with Ohio's Child Care Licensing requirements, providing strategic assistance for business development, and fostering collaboration with external partners. The goal is to ensure the sustainability and high quality of childcare businesses throughout Starting Point’s four-county service delivery areas:
Ashtabula, Cuyahoga, Lake, and Geauga.
