Description/Notes: PRIMARY FUNCTION
The Director of Multilingual Programs provides leadership and direction for the development, implementation, and evaluation of the district’s English as a Second Language (ESL), Emergent Bilingual (EB), Newcomer, Dual Language, and Bilingual education programs. This role ensures compliance with Texas Education Agency (TEA) guidelines and other federal, state, and local policies. The Director collaborates with district and school leaders to promote academic success for students from diverse linguistic backgrounds, with a focus on equity, access, and excellence.

• Education/Certification:
  • Bachelor’s Degree from an accredited college or university
  • Master degree preferred
  • Valid Texas teaching certificate, with required endorsements for subject/level assigned

  • Deep understanding of bilingual, ESL, and dual language program models, as well as language acquisition theories and strategies.
  • Proven experience in compliance with TEA guidelines and federal/state mandates related to multilingual programs.
  • Strong knowledge of TEKS, LPAC processes, and Texas assessment standards for English learners.
  • Strong leadership and collaboration skills, with the ability to build relationships across departments and with community stakeholders.
  • Proficiency in Spanish or another language spoken by a significant portion of the district’s student population.
  • Excellent communication, presentation, and organizational skills.
  • Familiarity with federal and state funding sources (Title III, state bilingual education funds) and experience managing program budgets.
• Experience:
  • Five years of experience in leadership roles preferred

EVALUATION: Performance will be evaluated annually in accordance with provision of the Board’s policy on evaluation of personnel.

• Oversee the design, implementation, and evaluation of all district Multilingual Programs, including ESL, EB, Newcomer, Dual Language, and Bilingual programs.
• Ensure that Multilingual Programs align with the district’s goals and TEA’s Chapter 89 guidelines for bilingual education and ESL.
• Create and support strategies to accelerate academic achievement for English learners (ELs) and meet the needs of culturally and linguistically diverse students.
• Work closely with school administrators, instructional coaches, and teachers to provide support and resources for Multilingual Program implementation.
• Collaborate with curriculum and instruction departments to integrate best practices for language acquisition and content mastery for English learners.
• Coordinate with the special education department to ensure appropriate services for English learners with disabilities.
• Serve as a district representative for Multilingual Programs in communication with community members, parents, and external partners.
• Design and lead professional development opportunities for district and campus staff, focusing on language acquisition strategies, cultural responsiveness, and effective instructional practices for English learners.
• Provide guidance on ESL and bilingual certification for teachers and encourage participation in ongoing professional learning.
• Ensure compliance with federal and state mandates, including the Every Student Succeeds Act (ESSA), Title III, and TEA’s requirements for Bilingual and ESL education.
• Oversee the district’s Language Proficiency Assessment Committee (LPAC) to ensure the accurate identification, placement, and monitoring of English learners.
• Maintain accurate student data and performance metrics for English learners, providing regular reports on the progress and effectiveness of Multilingual Programs.
• Conduct program evaluations and use data to inform decisions and improvements in program delivery.
• Develop and manage specific support systems for Newcomer students, ensuring they receive appropriate language and academic interventions.
• Create orientation programs for Newcomers and their families, helping them transition into the district and access services.
