Heavy Civil Project ManagerLocation: Midwest-based projects (regular travel required)

GPAC has partnered with a leading employee-owned heavy civil construction company who is seeking an experienced Heavy Civil Project Manager to oversee high-value infrastructure projects with a strong focus on water and wastewater treatment facilities, pump stations, water transmission mains, sanitary sewers, storm drainage systems, and large-scale site development.
Position Summary
The Heavy Civil Project Manager will be responsible for the overall planning, coordination, execution, and successful delivery of complex water/wastewater and utility-related projects from pre-construction through closeout. This role requires strong leadership in managing budgets, schedules, subcontractors, safety, quality, and client relationships while ensuring projects are completed on time, within budget, and to the highest standards.
Key Responsibilities
- Lead full lifecycle management of heavy civil projects, with primary emphasis on water treatment plants (WWTP), wastewater treatment facilities, pump stations, water mains, sanitary sewers, and storm drainage systems
- Develop and manage detailed project schedules, budgets, and resource plans
- Review and interpret contract documents, plans, specifications, and geotechnical reports to identify risks and opportunities
- Coordinate with owners, engineers, inspectors, and regulatory agencies to ensure compliance and resolve issues
- Manage subcontractors, vendors, and suppliers; negotiate change orders and resolve disputes
- Track project costs, perform monthly cost-to-complete forecasts, and implement corrective actions as needed
- Oversee field operations in collaboration with superintendents to drive production and quality
- Prepare and present project status reports, progress meetings, and client communications
- Ensure strict adherence to safety policies, quality control procedures, and environmental regulations
- Mentor and develop project team members, including assistant project managers and engineers
- Support business development and estimating during pursuit and pre-construction phases
- Bachelor's degree in Civil Engineering, Construction Management, or related field (preferred)
- Minimum 8+ years of progressive project management experience in heavy civil construction
- Demonstrated expertise in water and wastewater treatment facilities, pump stations, water transmission, sanitary sewers, storm drainage, and heavy site utilities is essential
- Proven track record managing projects valued at $10M-$50M+
- Strong understanding of contract administration, change management, and risk mitigation
- Proficiency with scheduling software (Primavera P6 preferred), cost tracking tools, and Microsoft Office Suite
- Excellent communication, negotiation, and leadership skills
- Valid driver's license and willingness to travel extensively to project sites
- Professional Engineer (PE) license or PMP certification
- Experience with design-build or CMAR delivery methods for water/wastewater projects
- Background in earthwork, mass excavation, grading, and heavy civil site development
