Overview

The Test Facilities Operation, Maintenance and Engineering (
TFOME
) team at the NASA Glenn Research Center provides engineering and technical services in the aeronautics, space power and propulsion test facilities. We are currently seeking a Safety & Quality Manager candidate responsible for the direction, management, and administration of the Safety and Assurance programs, i.e., Safety, Health, Industrial Hygiene, Risk Management, Training, and Quality programs. Safety assurance requirements are identified, and action taken to ensure regulatory and contract compliance.

Safety Assurance program procedures are developed and implemented as required and audits performed to evaluate program effectiveness and the opportunity for continuous improvement. The Safety and Assurance Manager fosters and maintains close teamwork relationship with technicians, engineers, supervisors, and management staff. The Safety and Training Manager also ensures the continuity of the safety assurance program between partner companies.

Responsibilities
  • Develops, implements, and continually improves safety assurance programs.
  • Conduct periodic safety assurance audits and inspections; write and submit reports; and ensure compliance with program and contract requirements.
  • Maintain systematic and complete safety assurance records and calculate and maintain safety assurance metrics.
  • Develop and implement safety training to comply with established safety regulations per EPA, OSHA, NASA and contract requirements.
  • Provides TFOME contract management with oversight and advice regarding safety assurance program issues. Provides employee support and advice for safe working practices.
  • Provide leadership, mentorship, and guidance for the TFOME Executive and Employee Safety Committees.
  • Advise management and line employees of safety assurance responsibilities as appropriate to their position.
  • Provide technical review and advice on safety assurance issues as requested in support of site program planning and review.
  • Manage NASA Mishap Information System (NMIS) incident and close call report entry for TFOME team.
  • Coordinate with staff to identify facility requirements and determine safety assurance needs.
  • Keep abreast of new developments in safety assurance regulations and assess applicability. Integrate NASA, federal, state, and company directives to ensure continued regulatory compliance to ensure a safe and healthful workplace for all employees.
  • Investigate mishaps and close calls to identify root causes, corrective actions and preventive measures.
  • Ensures all certifications are current, maintains program records, provides reporting to TFOME management and to customer.
  • Prepares monthly and periodic safety assurance assessment reports.
  • Interfaces with the company and contract partner corporate offices for compliance, policy, and guidance.
  • Perform other position-related duties as assigned by management.
Qualifications
  • A working knowledge of local, state, and federal government regulations is required.
  • A B.S. degree in Safety, Engineering, Industrial Hygiene, Environmental Science or related field with a minimum of 10 years direct experience in safety, health, environmental, and quality assurance. An advanced degree in safety, physical sciences, and/or business management is a plus.
  • Five years of management experience is preferred.
  • Professional Certification requirements:
    Current certification or ability to obtain an Associate Safety Professional (ASP) required; and a Certified Safety Professional (CSP) preferred. Current certification as a Certified Industrial Hygienist (CIH) is a plus.
  • Must have the ability to communicate effectively, make decisions, function with all levels of the organization, interpret and apply safety requirements, develop safety procedures, write reports, conduct safety audits, and maintain corrective action database.
  • Must have the ability to effectively work and communicate with the clients, management team, supervisors, and co-workers.
  • Must have the ability to develop and implement safety and quality programs and policies.
  • Must be able to use office equipment such as computers, printers, calculators, and to be able to read and use blueprints.
  • Must be able to operate specialized survey instruments for noise and airborne contaminants.
  • Aerospace research/development and NASA experience is a plus.
