Job Description
Summary:
Performs skilled technical work in emergency planning, preparedness, mitigation, response, recovery, training, and exercise development. Assists with maintaining emergency management plans, coordinating preparedness activities, supporting Emergency Operations Center (EOC) operations, and working with public safety agencies, government departments, volunteer organizations, and community partners.
- Develops, reviews, updates, and maintains emergency operations plans, annexes, procedures, continuity plans, and other preparedness documents in accordance with local, state, and federal requirements.
- Coordinates emergency planning efforts with county departments, municipalities, public safety agencies, healthcare facilities, schools, private sector partners, and volunteer organizations.
- Assists with the development, coordination, conduct, and evaluation of emergency management exercises, drills, and training programs.
- Maintains emergency management records, reports, databases, resource inventories, and planning documentation.
- Assists with hazard vulnerability assessments, risk assessments, threat analyses, and mitigation planning activities.
- Conducts research and gathers information related to emergency management best practices, grant opportunities, planning requirements, and emerging threats.
- Assists with public preparedness and outreach programs designed to increase community awareness of emergency preparedness, severe weather, disaster recovery, and hazard mitigation.
- Supports emergency operations during incidents, disasters, special events, and emergency activations; assists with staffing and operations of the Emergency Operations Center.
- Assists with disaster recovery activities, damage assessments, disaster documentation, and grant management activities following emergencies and disasters.
- Coordinates planning meetings, preparedness committees, and stakeholder work groups related to emergency management initiatives.
- Assists with maintenance, testing, and inventory of emergency management equipment, communications systems, and EOC resources.
- Assists with the preparation of reports, presentations, grant applications, and emergency management program documentation.

Education & Experience- Bachelor's degree in Emergency Management, Public Administration, Homeland Security, Planning, Public Safety, or a related field and one (1) year of experience in emergency management, crisis communications, public safety operations, or disaster response; or
- Associate's degree in Emergency Management, Public Administration, Homeland Security, Planning, Public Safety, or a related field and three (3) years of experience in emergency management, crisis communications, public safety operations, or disaster response; or
- High School Diploma or GED and five (5) years of progressively responsible experience in emergency management, crisis communications, public safety operations, or disaster response.
- Knowledge of emergency management principles, practices, programs, and applicable federal, state, and local regulations, county government operations and emergency response systems.
- Knowledge of the National Incident Management System (NIMS), Incident Command System (ICS), and Emergency Operations Center functions.
- Knowledge of hazard mitigation, preparedness, response, recovery, and continuity planning concepts.
- Ability to research, analyze, and interpret technical information and regulations, and prepare clear, concise, and accurate reports, plans, and presentations.
- Ability to organize and coordinate multiple projects simultaneously while meeting deadlines.
- Ability to communicate effectively both orally and in writing.
- Ability to establish and maintain effective working relationships with elected officials, department heads, emergency responders, partner agencies, and the public.
- Ability to operate standard office equipment and software applications, including emergency management databases and geographic information systems.
