Emergency Management Specialist

Responsibilities

• Develop, coordinate, publish, maintain, and distribute the Emergency Action Plans (EAP) and the Occupant Emergency Plan (OEP) for the site.
• Complete and submit Emergency Management data reports on an annual basis.
• Establish and coordinate DFAS network exercises to train and test emergency and contingency plans, procedures, and programs.
• Prepare After Action Reports (AAR) and make recommendations for problems encountered.
• Promote and support individual and community preparedness.

• Must be a U.S. Citizen.
• Position requires access to classified information and a favorable suitability review and security clearance. Failure to maintain security eligibility may result in termination.
• Must be registered for Selective Service (males born after 12‑31‑1959).
• Suitable for Federal employment.
• Must have served 3 months after the latest competitive appointment in the Federal service.
• New employees must successfully pass the E‑Verify employment verification check.

One year of specialized experience equivalent in level and responsibility to that of the next lower grade (GS‑09) within the federal service, which demonstrates the ability to perform the duties of the position, is required.

Specialized experience is defined as assisting with the oversight and program management of systems of prevention and recovery to address potential threats to an organization, including defining, establishing, and maintaining roles and responsibilities; providing training on emergency management principles; and serving as a coordinator and advisor to management and internal/external customers on various projects.

Education can substitute for specialized experience. Three full years of progressively higher‑level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted for the required experience. Equivalent combinations of higher‑level education and experience may also satisfy total experience requirements. If education is used to substitute, transcripts must be submitted with the application.
