Position: Management and Program Analyst (Direct Hire)

Summary

Serves as a Project Integration Specialist supporting the Advanced Aircraft Project Office by managing research and development contracts, coordinating technical activities, and integrating work across NASA, industry, and other government organizations. The position supports strategic technology development, project execution, and collaboration to advance NASA's advanced aircraft research mission.

Duties
  • Duties described below are at the highest grade advertised. Duties assigned at lower grade levels will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.
  • Serve as the primary Contracting Officer's Representative for Advanced Aircraft Project Office contracts and task orders supporting multiple NASA Centers.
  • Manage contract efforts supporting the development of advanced aircraft technologies and mission capabilities.
  • Perform project planning, analysis, forecasting, and resource management; develop schedules and present project status and recommendations to Center and Agency leadership.
  • Provide technical guidance supporting contract execution, new procedures, systems, equipment, and advanced aircraft technology development.
  • Coordinate contract activities across NASA organizations to achieve program objectives and technical milestones.
  • Formulate project and research plans to advance the state-of-the-art in advanced aircraft systems.
  • Establish partnerships across NASA, industry, and other organizations to advance Advanced Aircraft Project Office objectives.

  • This position may require a one-year probationary period. If selected, the requirement to serve such period will be determined by Title 5 of the Code of Federal Regulations, Part 11. See Additional Information section

  • Position subject to pre-employment background investigation or higher-level clearance. Investigation/Clearance may differ and be required based on the duty location/NASA Center requirements.

Qualifications

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

Applicants who currently possess a Contracting Officer's Representative (COR) Level II or equivalent Federal COR certification are encouraged to identify this certification in their application materials. Such certification is desirable; however, it is not required and is not a condition of employment.

To qualify for GS-14
  • Supporting Contracting Officer's Representative (COR) activities by monitoring contractor performance, coordinating with stakeholders, reviewing deliverables, and supporting contract administration and oversight;
  • Supporting project planning, resource coordination, schedule management, and technical activities for research, engineering, or technology development programs;
  • Collaborating with internal and external stakeholders to coordinate technical activities, resolve program issues, and achieve project or organizational objectives.
To qualify for GS-15
  • Serving as the primary Contracting Officer's Representative for research, development, or technology contracts by leading contract execution, coordinating technical activities, and ensuring contract objectives are achieved;
  • Managing project resources, schedules, technical requirements, and contract deliverables supporting advanced research, engineering, or technology programs;
  • Building partnerships across NASA, industry, academia, or other government organizations to develop research priorities and accomplish strategic program objectives.
