Labor Compliance Specialist - Office of Compliance

JOB SUMMARY/CONTROLS: Under the direct supervision of the Director of Compliance, the Labor Compliance Specialist will review and evaluate compliance issues and concerns within the organization, with a primary focus on labor standards and regulatory compliance related to procurement, construction projects, government-funded programs, and contracts. The incumbent will assist in the monitoring and implementation of a compliance program to ensure effective agency-wide compliance with applicable laws, regulations, policies, and procedures.

The incumbent will assist with risk mitigation through monitoring internal controls and ensuring compliance with federal, state, and local regulatory requirements governing the Authority. This position is responsible for supporting labor compliance activities, prevailing wage monitoring, contractor compliance reviews, fraud hotline administration, contract and invoice review, payroll oversight activities, and compliance training initiatives.

EDUCATION: Bachelor's degree in Public Administration, Business Administration, Human Resources, Construction Management, Accounting, Finance, or a related field.

EXPERIENCE: Three (3) years of experience in compliance, labor standards administration, procurement, auditing, contract administration, government programs, or a related field. Experience reviewing certified payrolls, prevailing wage requirements, contracts, purchase orders, and invoices preferred.

SKILLS:

• Knowledge of federal, state, and local regulations related to labor compliance, prevailing wage requirements, government contracting, procurement, and HUD-funded programs.
• Ability to interpret and apply laws, regulations, policies, contracts, payroll records, and financial documentation.
• Strong analytical, investigative, and problem-solving skills.
• Ability to conduct compliance reviews, audits, monitoring activities, and risk assessments.
• Strong organizational skills with the ability to manage multiple priorities, deadlines, and projects.
• Excellent verbal, written, and interpersonal communication skills.
• Ability to develop and deliver training and technical assistance to staff, contractors, and vendors.
• Ability to maintain accurate records and prepare reports, findings, and recommendations.
• Ability to exercise sound judgment and maintain confidentiality when handling sensitive information.
• Proficiency in Microsoft Office Suite and other compliance, contract management, or data tracking systems.

OTHER: Possession of a valid Ohio Vehicle Operator’s License and insurability under CMHA guidelines.
