Contract Compliance Officer
Under administrative direction, coordinates and administers departmental contract, procurement, legislative, and compliance activities, including the preparation, processing, and monitoring of legislation necessary to authorize departmental programs, procurements, agreements, contracts, expenditures, and related actions.
Duties include, but are not limited to the following:
Prepares, reviews, and processes legislative requests, legislative summaries, supporting documentation, Board of Control resolutions, Consultant Review Committee related documents, contract-related requests, funding documentation, and other materials required to advance departmental matters through the City's legislative and contracting processes.
Coordinates the development and processing of Requests for Proposals (RFPs), Requests for Qualifications (RFQs), bids, professional service agreements, contracts, amendments, renewals, change orders, and other procurement and contracting documents. Ensures required documentation is complete and obtains appropriate departmental, City, and other required approvals.
Serves as liaison with appropriate City departments, boards, commissions, vendors, contractors, consultants and other entities regarding contract, legislative, procurement and compliance matters. Tracks legislation, contracts, procurement actions, funding requests, approvals, and related assignments from initiation through final disposition. Maintains records and status reports; identifies outstanding requirements and follows up as necessary to facilitate timely completion and compliance. Performs other related duties as required.
- Associate’s Degree in Business Administration, Public Administration, Finance, Procurement, Contract Management, or a related field is required.
- (Substitution:
Two years of relevant experience may substitute for each year of college education lacking, or an equivalent combination, of training, education or experience.) - Three years of experience in contract administration, procurement, legislative processing, compliance, public administration, or a related field is required.
- Knowledge of governmental contracting, procurement, legislative processes, and applicable federal, state, and local laws, ordinances, regulations, and administrative requirements is preferred.
- Must be proficient in Microsoft Office or comparable business software applications.
- Valid State of Ohio Driver’s License required.
- Draft, review, and track legislation, including ordinances, resolutions, and amendments.
- Coordinate submission of legislative items to City Council and relevant committees.
- Collaborate with department leaders on legislative and contracts.
- Serve legislative and contract liaison to other departments including Law, City Council, Finance, Finance, Mayor’s Office on Capital Projects, and others as needed.
- Monitor legislative calendars, deadlines, and compliance requirements.
- Research municipal codes, state statutes, and regulatory requirements impacting departmental operations.
- Maintain a legislative tracking system and status reports.
- Ensure contracts comply with municipal procurement policies and legal standards.
- Coordinate contract routing and approvals with Law, Finance, Procurement, and Risk Management.
- Track contract terms, renewals, expiration dates, and performance obligations.
Maintain contract database and digital records. - Assist with RFP/RFQ development and evaluation processes.

- Prepare reports, dashboards, and status updates for department leadership
