Position: IT Specialist (APPSW/SYSANALYSIS)

Summary

Responsibilities
  • Serve as an IT Specialist in the DLA Information Operations program, responsible for the Distribution Standard System (DSS) and Warehouse Management System (WMS) portfolio, delivering and sustaining WMS and related systems.
  • Lead the Chief Business Integrator role, managing complex cross‑functional initiatives and leveraging visualization dashboards for executive‑level messaging.
  • Advise teams of functional analysts and IT professionals in planning, designing, training, fielding, operating, and maintaining supported applications.
  • Utilize advanced computer architectures, hardware, and commercial or government off‑the‑shelf (COTS/GOTS) software, while ensuring audit controls are understood.
  • Manage technical and operational aspects of the program, ensuring system performance aligns with DLA equities and DoW stakeholder requirements.
  • Facilitate cross‑functional communication with procurement, finance, policy, planning, external customers, and major supply chains.
  • Translate business requirements into technical specifications for enhancements and modifications.
  • Implement and manage IT solutions that adhere to DoW regulations and security requirements.
  • Provide technical leadership and guidance to development teams working on enhancements.
  • Contribute to policy, plans, goals, and objectives for projects, programs, systems, and operations.
  • Promote good working relationships and provide guidance on architecture, hosting, infrastructure support and capacity planning.
Requirements & Eligibility
  • Must be a U.S. citizen.
  • Tour of Duty:
    Set Schedule.
  • Security Clearance:
    Non‑Critical Sensitive, Secret access.
  • Appointment subject to a favorable suitability or fitness determination; background check findings that are unfavorable are grounds for removal.
  • Fair Labor Standards Act (FLSA):
    Exempt.
  • Selective Service:
    Males born after 12‑31‑59 must be registered or exempt.
  • No bargaining unit status.
  • REAL  other acceptable identification required to access federal facilities.
  • Position may be filled at shifts located anywhere within DLA Information Operations, J6.
  • Defense Acquisition Workforce:
    Must complete DoD certification and other requirements.
Qualifications
  • One year of specialized experience directly related to the position; for GS‑14, one year of GS‑13 equivalent experience or another pay system equivalent.
  • Experience overseeing risk management analysis, modeling, metric gathering and process development for program risk management.
  • Coordinated, monitored, and directed systems phases (plan, design, build, test, deployment, implementation) of development projects.
  • Participated in gap analysis and development of reports, interfaces, conversions, and extensions.
  • Directed requirements analysis of data and comparable activities to support program objectives.
  • Interpreted functional requirements, translating them into discrete implementable requirements.
  • Implemented industry‑standard project management methodologies for IT program success.
  • Prepared and presented briefings on technical requirements to senior management, stakeholders, and subcontractors.

Education
