Overview
Position Overview
East Cleveland City Schools is seeking a highly qualified and experienced School Business Manager (SBM) to provide leadership and oversight for district non-instructional operations. The SBM plans, directs, and evaluates operational services that support teaching, learning, and student success while ensuring compliance with Ohio law, Board policy, and Ohio School Business Manager Standards. The SBM serves as a member of the district leadership team and reports directly to the Superintendent.

Required Education & Licensure- Educational & Licensure Requirements (Ohio)
- Bachelors degree in Business Administration, Finance, Public Administration, Educational Administration, or a closely related field.
- Masters degree in a related field preferred
- Licensure
- Valid Ohio School Business Manager License issued by the Ohio Department of Education & Workforce OR
- Eligibility to obtain the Ohio School Business Manager License, including completion of an ODE-approved School Business Manager preparation program and meeting experience requirements established by ODE licensure pathways.
- Minimum five (5) years of progressively responsible experience in business operations, facilities management, public administration, or school district operations.
- Demonstrated supervisory experience required.
- Experience in an Ohio public school district or public-sector environment preferred.

- Supports transparency, efficiency, and responsible stewardship of district resources.
- Commits to ongoing professional growth aligned with Ohio School Business Manager Standards and district priorities.
- Knowledge of Ohio regulations affecting school district operations.
- Strong leadership, organizational, analytical, and communication skills.
- Ability to manage multiple departments, complex projects, and regulatory requirements.
- Demonstrated commitment to ethical leadership and public accountability.
- Direct and evaluate non-instructional departments, including facilities and grounds, custodial services, transportation, food service, purchasing, warehousing, and inventory.
- Establish service standards, staffing models, schedules, and operational procedures aligned with district priorities.
- Monitor operational performance metrics and implement continuous improvements to ensure efficient, reliable service delivery.
- Plan and oversee preventive maintenance programs for all district buildings and grounds.
- Coordinate repairs, renovations, and capital improvement projects.
- Manage relationships with architects, engineers, contractors, and regulatory agencies.
- Ensure district facilities meet health, safety, accessibility, and environmental compliance requirements.
- Manage purchasing processes, including bid specifications, vendor evaluation, and contract administration.
- Oversee inventory control, asset tracking, and surplus property disposition.
- Ensure purchasing practices comply with applicable laws, regulations, and Board policies.
- Develop operational budgets and cost projections for assigned departments.
- Analyze staffing, service delivery models, and vendor contracts to identify efficiencies.
- Monitor expenditures and recommend adjustments to support fiscal responsibility and operational effectiveness.
- Implement district-wide safety, risk management, and loss-prevention programs.
- Coordinate emergency preparedness planning and operational safety training.
- Ensure compliance with federal, state, and local regulations affecting district operations.
- Supervise, evaluate, and support operational supervisors and managers.
- Collaborate with Human Resources on hiring, training, discipline, and performance management.
- Support compliance with collective bargaining agreements affecting operational staff.
- Prepare and present operational reports and recommendations to district leadership.
- Communicate expectations, timelines, and outcomes clearly to staff and stakeholders.
- Engage in ongoing professional learning and continuous improvement aligned with Ohio standards and district goals.
- Performs other related tasks as assigned by the Superintendent.
- Implement and enforce Board of Education policies and administrative procedures
- Ensure compliance with state and federal regulations
- Perform additional duties as assigned by the Superintendent and/or his/her designee
